On December 27, according to PV's investigation, Cao Bang Provincial People's Committee has just issued Decision No. 2189/QD-UBND on transferring the entire system of health stations and points under the Health Centers directly under the Provincial Department of Health to directly under the People's Committees of communes and wards in the area.
According to the decision, from January 1, 2026, 56 Health Stations and 116 Health Points currently managed by Health Centers under the Provincial Department of Health will be transferred in their original state to the People's Committees of communes and wards respectively. The detailed list of units to be transferred has been announced attached to the decision.
The transfer aims to implement the policy of arranging and consolidating the state apparatus in the spirit of the Resolution of the Central Government and the National Assembly, while promoting decentralization and delegation of power, and improving the effectiveness and efficiency of state management in the field of health at the grassroots level.
The decision was issued based on important legal bases such as the Law on Organization of Local Government (2025), Government decrees on commune and ward health and public non-business unit organizations.
Accordingly, the Department of Health and Health Centers are responsible for handing over the entire staff, personnel, facilities, finances, assets, and equipment of health stations to the People's Committees of communes and wards in their original state.
Conversely, the People's Committees of communes and wards receive and directly manage these units, and at the same time, based on the specific conditions of the locality, decide on the functions, tasks, and appropriate organizational structure for the health station under their authority.
The Provincial Department of Health still plays the role of professional direction, technical support, ensuring the supply of drugs and supplies, creating conditions for commune-level health stations to operate effectively.
Within 30 working days from the date the decision takes effect, the Health Stations will continue to operate normally to ensure that medical examination and treatment for people is not interrupted.
This transfer is expected to enhance the proactiveness and flexibility of local authorities in people's health care, bring health services closer to the people, contributing to the implementation of the goal of protecting, caring for and improving the health of the entire population.
