The People's Committee of Cao Bang province has just held a regular meeting in October, assessing the socio-economic development situation in the first 10 months of the year and deploying key tasks for the last months of 2025.
Chairing the meeting, Mr. Le Hai Hoa - Chairman of Cao Bang Provincial People's Committee emphasized: "The last months of the year are the final stage to complete the 8% growth target.
Sectors and localities must make the highest efforts, closely follow the plan for each field, maintain growth momentum, and create a foundation for the target of increasing by 10% in 2026.
Accordingly, the province requires the development of a budget collection plan for the last 2 months of the year, assigning specific targets to each commune and ward, striving to collect a budget for the whole year of 4,000 billion VND.

Along with that, the manufacturing and service sectors are required to accelerate, taking advantage of all room to compensate for the missing growth due to natural disasters.
According to statistics from Cao Bang province, in the past 10 months, agricultural production has been greatly affected by storms No. 10, 11 and floods.
Many areas of rice, corn, and soybeans were damaged, while African swine fever caused a total of pigs to decrease by more than 30%. The poultry herd increased slightly by 1.74%, but it was still not enough to compensate for the damage.
On the contrary, the emerging industry was a bright spot when the production index of the whole industry increased by 4.75% over the same period; in October alone, it increased by 23%.



The processing and manufacturing industry increased sharply by 45.74%, with key products such as construction stone, manganese ore, and steel doors.
Public investment also achieved positive results with a total implementation capital of VND 4,578 billion, equivalent to 48% of the annual plan, up 47% over the same period.
The Dong Dang - Tra Linh Expressway project reached 40% of the contract value. However, the province admitted that public investment disbursement is still an inherent weakness that needs to be overcome in the fourth quarter.
Total retail sales of goods and service revenue is estimated at VND 11,252 billion, up 15% over the same period last year. Import-export turnover reached more than 1.33 billion USD, far exceeding the whole year's target. The tourism industry has grown impressively by 81%, despite being greatly affected by natural disasters.
State budget revenue in the area reached more than 3,583 billion VND, an increase of 50% and exceeding the annual estimate. Credit activities are stable, lending interest rates have decreased, outstanding loans have increased by 6.2%, contributing to supporting businesses and business households to recover after natural disasters.

The two storms No. 10 and 11 in October caused more than VND4,000 billion in damage, killing 7 people and injuring 5 others. Many roads, bridges, and infrastructure works were eroded, hundreds of houses had their roofs blown off or washed away.
The province has promptly provided relief and allocated 600 tons of national reserve rice, supporting people to overcome the consequences. Currently, Cao Bang is focusing on restoring agricultural production, accelerating the disbursement of public investment capital and stimulating domestic consumption.
To help people and businesses stabilize production soon, Agribank Cao Bang has implemented many credit solutions to support affected customers.
On November 6, speaking with reporters, Mr. Hoang Van Chuyen - Director of Agribank Cao Bang said: "The branch is reducing interest rates from 0.5% to 2%/year, not collecting late payment interest and restructuring debt repayment terms; at the same time, providing new loans with preferential interest rates for people to restore production."
The unit has also donated 1.01 billion VND through the Provincial Vietnam Fatherland Front Committee, supporting people in flood-affected areas. All branches have 336 customers affected, with total outstanding damages of more than 61.7 billion VND.

Although the government and functional agencies have taken many measures to restore production, many people are still worried.
Ms. Nguyen Thi Anh Tuyet (Thuc Phan ward) - shared: "We understand that the province has grown well, so the people will also benefit, but it has been very difficult to do business for the past 2 years. After the storm, traders in Xanh market suffered tens of billions of VND in damage, now that the epidemic in the pigs has not been completely handled, it is not known what will happen."
Faced with the mounting difficulties, the leaders of the People's Committee of Cao Bang province still affirmed that the locality is steadfast in its goal of completing the growth target of 8% in 2025, creating a solid foundation for the new development stage.
