On July 5, according to PV's investigation, to improve the effectiveness of state management and promote the sustainable development of the collective economy sector, recently, Cao Bang Provincial People's Committee has consolidated the Steering Committee for collective economic development and the Working Group.
This is the basis for the province to synchronously implement collective economic development tasks according to the guidelines of the Central Government and the Government.
Accordingly, the Provincial Steering Committee for Collective Economic Development consists of 21 members, headed by Vice Chairman of the Provincial People's Committee Vu Dinh Quang.
The standing agency is the Department of Finance. The working group consists of 20 members, with the task of advising, monitoring, and urging the implementation of tasks, summarizing implementation results and proposing solutions to remove arising difficulties.
It is known that as of May 25, 2026, the whole province has 472 cooperatives with a total charter capital of more than 1,187 billion VND, of which 299 cooperatives operate stably. The province also maintains a cooperative union and 12 cooperative groups with 168 members.

Through the Business Support Project for Small and Medium Agricultural Cooperatives (CSSP), Cao Bang has consolidated and effectively operated 678 interest groups (CIGs), attracting about 9,000 members to participate.
Cooperatives in the area currently attract more than 4,000 members, creating regular jobs for 3,437 workers. The average income of workers reaches about 55.28 million VND/person/year.
However, the operation of this area still faces many difficulties. Many cooperatives are small-scale, with limited management capacity and competitiveness; production and product consumption linkages are unsustainable.
Some cooperatives operate ineffectively or have stopped operating for a long time.
In the last 6 months of 2026, the Steering Committee aims to establish at least 10 new cooperatives, bringing the total number of cooperatives in the whole province from 482 units; over 70% of cooperatives operate with stable profits, and the average income of workers increases by 5% or more.
At the same time, the province will dissolve cooperatives that have been operating for a long time.
Solutions to remove capital difficulties, improve management capacity, develop value chain linkages and expand product consumption markets for cooperatives will be built.
Vice Chairman of Cao Bang Provincial People's Committee Vu Dinh Quang requested the Provincial Cooperative Alliance to coordinate with departments, branches and localities to review and update data to ensure accurate reflection of the actual operation of cooperatives.
The Head of the Steering Committee also proposed to soon complete the operating regulations of the Cooperative Development Support Fund to submit to the Provincial People's Committee for consideration and promulgation according to regulations.
