The To Huu extended road project to Phu Bai airport (Hue City) is under slow construction progress. The investor has repeatedly fined the contractor for not ensuring the progress according to the contract.Recorded by Lao Dong Newspaper reporters on the afternoon of July 5, there are still many unfinished construction sections on the entire route that have not been deployed synchronously.At package No. 21, many sections of the roadbed have only been filled with sand and soil for a part and then construction has stopped, and continuous connection is not possible. The work undertaken by Dong Tam Group Joint Stock Company is the slowest area, many locations are still messy, with water holes and soft soil appearing.Some overpasses on the route are being implemented by contractors, and the shape of the project is gradually becoming clear.Machinery is gathered at the construction site, but the number of workers directly constructing is still quite small.Bridge pillars are being constructed at many locations on the route, serving the connection of road sections through the field area.The geological conditions with a lot of mud and water make the treatment of the soil foundation and construction encounter many difficulties.Many sections of the route are covered with technical tarpaulins to serve weak soil treatment before deploying subsequent items.Strengthen the implementation of construction in areas with weak soil foundations.Many locations on the route are still not connected between construction sections, causing the ground to be still disjointed.The starting point of the project in Zone E - An Van Duong New Urban Area has not yet been implemented.The entire project still has many items to accelerate progress to ensure the goal of completion according to plan.
The To Huu extended road to Phu Bai airport project was approved by Hue City People's Committee in 2023 with a total investment of 1,143 billion VND, a length of about 9.59km, starting point at Zone E - An Van Duong new urban area and ending point connecting Thuan Hoa road intersection with National Highway 1 (Phu Bai ward). The project was started on January 20, 2025, with a implementation time of 4 years.
For package No. 21, the work undertaken by Dong Tam Group Joint Stock Company is worth about 196 billion VND. During the construction process, this contractor was fined twice by the investor with a total amount of 411 million VND for violating the contract progress. After many urging but failing to rectify, the Hue City Urban Development and Construction Investment Project Management Board issued a decision to terminate the contract, and at the same time carried out procedures to confiscate more than 10 billion VND of contract performance guarantee money and recover more than 38 billion VND of unpaid advance money.
To remove obstacles and accelerate the project progress, Hue City People's Committee has agreed on the policy of transferring the project investor from the Project Management Board for Construction Investment and Urban Development to the Project Management Board for Construction Investment Area 3, and at the same time requested to complete the handling of existing problems related to contractors before July 10, 2026.
