On October 28, according to PV's research, the People's Committee of Cao Bang province issued Official Letter No. 3339/UBND-KT on adjusting the allocation target and organizing the implementation of the Plan to improve forest quality to preserve the ecosystem and prevent and control natural disasters by 2030.
Accordingly, the province has adjusted the implementation area to improve forest quality, while clearly assigning responsibilities to departments, branches and localities.
The Department of Agriculture and Environment of Cao Bang province is the standing agency, presiding over and coordinating with relevant units to effectively implement assigned tasks.
The authorities will review and specifically identify the areas, types and subjects of forests that need to improve quality, including special-use, protective and production forests.
At the same time, advise competent authorities to assign, contract forest protection, issue forestry land use right certificates, ensure stable and correct use.
The province requires forest owners to guide them to develop plans to improve forest quality, apply forest protection measures according to Circular 29/2018 and Circular 17/2022 of the Ministry of Agriculture and Rural Development (old); select native plant species, form a multi-layered forest model suitable for the natural conditions of each area.
Forest fire management, protection and prevention and fighting has been strengthened, combining the application of technology in monitoring resource developments and biodiversity.
Relevant units need to strictly implement the directions of the Central and Provincial Party Committee on forest management, protection and development.
The Provincial People's Committee assigned the Department of Finance and the People's Committees of localities to preside over balancing and arranging capital for implementation; at the same time, promote propaganda and raise public awareness of the role of the forest ecosystem in natural disaster conservation and prevention and control.
Other contents continue to be strictly implemented according to Plan No. 1656/KH-UBND dated July 1, 2024 of the People's Committee of Cao Bang province.
