On March 28, according to PV's investigation, Cao Bang Provincial People's Committee has just issued a plan to implement the Digital Border Gate Platform in 2026, aiming to modernize management and create favorable conditions for import and export activities across borders.
The platform is built in the direction of connecting and interlinking forces such as customs, border guards, quarantine, tax... gradually shifting from manual methods to data-based management.
Businesses can declare in advance, process electronic dossiers and monitor vehicles and goods in real time, thereby shortening customs clearance time, reducing logistics costs and limiting congestion at border gates.
According to the plan, the implementation roadmap includes 3 phases: preparation until the end of March 2026; construction and piloting at Ta Lung and Tra Linh border gates in May-April 2026; official operation throughout the province from June 1, 2026 after the decision is issued.
Sub-Department of Customs Region XVI is assigned to take the lead in developing professional procedures; the Provincial Economic Zone Management Board is responsible for technical infrastructure, contractor selection and ensuring operating resources. Forces such as border guards, police, and related departments and agencies are responsible for coordinating security, specialized inspection and data security.
The plan also requires businesses, organizations, and individuals participating in import and export to fully implement declaration, system connection and compliance with regulation on the platform, and at the same time have access to more transparent border gate information.
Priority funding from border gate infrastructure fees and the state budget will be supplemented when necessary. The implementation is expected to create changes in border gate economic development, improve competitiveness and management efficiency in border areas.
Previously, Cao Bang issued many policies to take advantage of border gate advantages and create motivation for economic development.
On March 23, the Department of Industry and Trade organized an inter-sectoral meeting to agree on a plan to advise the Cao Bang Provincial People's Committee on mechanisms to facilitate goods transportation through border gates and delivery during the day.
At the same time, the Provincial People's Council approved Resolution No. 01/2026/NQ-HĐND on collection, payment and management of border gate infrastructure fees.
Accordingly, the adjusted collection level is reduced by an average of about 20% compared to before; and at the same time, fees are abolished for some imported goods such as cars, self-driving cars, specialized vehicles and equivalent machines.
Mr. Ly Quoc Khanh - Deputy Head of the Border Gate Economic Zone Management Board - said that policy adjustments are timely solutions to remove difficulties for businesses, and at the same time show the determination of the locality in building a transparent, competitive, and sustainable investment environment.
