In the context of increasing travel demand of people before the Binh Ngo Lunar New Year 2026, the Hanoi Traffic Police (CSGT) force has implemented many professional measures and proactive traffic control to prevent violations in passenger transport.
The situation of passenger cars stopping and parking to pick up and drop off passengers in violation of regulations, carrying more people than allowed, "combined cars", disguised contract cars... is being focused on by functional forces to strengthen handling.

As one of the areas with high vehicle density and many passenger cars operating, Road Traffic Police Team No. 6 - Traffic Police Department, Hanoi City Police has deployed increased patrols, public handling, combined with disguised traffic police teams. On February 11, a series of cases of passenger cars stopping and parking in violation of regulations; opening doors when the car is running were handled.
The disguised traffic police team will organize patrols and use professional equipment to record violating vehicles. When a violation is detected, this police team will radio the traffic police team to publicly stop the vehicle and handle it," said Lieutenant Colonel Pham Van Chien - Head of Road Traffic Police Team No. 6.
In addition to arranging disguised traffic police to announce walkie-talkies at a certain location, some other officers and soldiers will be arranged at intersections and turnarounds to promptly notify the travel paths of violating vehicles. Through this, the public traffic police team will grasp the travel distance of drivers and promptly stop and handle vehicles.

According to Lieutenant Colonel Pham Van Chien, disguise is not only aimed at detecting and handling violations but also contributes to raising drivers' awareness of law compliance. Even when they do not see the traffic police force performing public duties, vehicle drivers must still strictly comply with the provisions of law.
In addition, for "combined cars" and disguised contract cars, Road Traffic Police Team No. 6 also deploys professional measures to strictly handle them according to regulations.
On February 10, the traffic police force disguised themselves as people who need to travel and then went to online groups and associations to book seats on shared cars and contract cars against regulations.
Disguised police when getting on the vehicle will send the position to the motorcycle patrol team to coordinate inspection immediately when the vehicle is moving. This method both helps to promptly detect difficult-to-recognize violations from outside and creates conditions for transparent handling when there is sufficient practical evidence.
Through the above method, many violations have been detected and handled promptly.

The Traffic Police force assesses that the combination of disguise measures and public patrols helps to detect early many violations that were previously difficult to access. Especially in the pre-Tet period, when vehicle traffic and the number of people moving increase, this measure contributes significantly to reducing risks and ensuring safety for passengers and vehicles participating in traffic.
Functional forces also recommend that when choosing transportation, especially during peak periods, people should prioritize legal transport units with clear information, and not use shared car services or disguised contract cars that pose many safety risks.
At the same time, people need to comply with regulations when getting on and off the vehicle, fasten seat belts and proactively report to functional agencies if they detect vehicles carrying more people, running the wrong route or showing signs of violation, thereby contributing to ensuring safety for themselves and building a safe and civilized traffic environment for the community.
