On May 5, information from the People's Committee of Cao Bang province, the locality just held a meeting of the Appraisal Council for the feasibility study report adjusting the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway construction investment project in the form of public-private partnership (PPP).
The meeting was chaired by Mr. Hoang Van Thach - Vice Chairman of the Provincial People's Committee, Chairman of the Appraisal Council - with the participation of council members, the Provincial Traffic Construction Investment Project Management Board, representatives of project enterprises and consulting units.
At the meeting, the consulting unit presented a feasibility study report adjusting the project. Accordingly, the scale of the road was adjusted from a roadbed width of 17m combined with emergency stops 500m/stop to a complete scale of 22m.

Specifically, the section from Km0+000 to Km93+000 (phase 2) will have the roadbed widened to 22m with 4 lanes and emergency lanes continuously on both sides.
Some locations that have been constructed according to the old scale such as taluy slopes, barriers, drainage ditches... will be accommodated, without arranging emergency stop lanes. The bridge on this section still maintains a scale of 17.5m.
For the newly built section from Km93+000 to Km123+861, the roadbed and bridge are designed to a complete scale of 22m.
In addition to adjusting the scale, phase 2 also updates some basic design contents such as adjusting the morphology of the IC06 intersection at Km93+350, the NIKKO Factory bypass, road pavement structure, bridge items from Km93+350 to Km121+060, tunnel No. 3A and tunnel No. 4, and transferring the ITS smart traffic system to phase 2.


According to the report, the total investment of the project after adjustment is 26,184.758 billion VND, a significant increase compared to the previous plan. In which, phase 1 has a total capital of 14,331.618 billion VND, phase 2 is 12,453.140 billion VND.
Land use demand after adjustment is about 1,130.51ha, an increase of 42.91ha. Of which, Lang Son province uses about 473.83ha, Cao Bang province about 656.68ha, including the area for rest stops of about 40ha.
The project is implemented in the period 2023 - 2028. The expected toll collection time to recover capital for phase 1 is about 22 years and 4 months, phase 2 is about 32 years and 8 months.
According to the phasing plan, the project is divided into 2 phases and 2 component projects to facilitate management and implementation.

In which, component project 1 invests about 93.35km from the Tan Thanh border gate area (Lang Son) to the National Highway 3 intersection in Quang Uyen commune (Cao Bang).
Component project 2 includes the expansion section from Km0+000 to Km93+350 and the new construction section from Km93+350 to Km121+060.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Hoang Van Thach unanimously approved the project adjustment dossier, and at the same time requested the Department of Construction to coordinate with the Project Management Board and consulting unit to complete the dossier in a concise, logical direction, ensuring full legal basis.
Regarding site clearance work, leaders of the Provincial People's Committee requested the Project Management Board to coordinate with the Office of the Provincial People's Committee to organize direct working sessions with the People's Committees of communes to remove difficulties and accelerate the project implementation progress.
