During the Binh Ngo Lunar New Year 2026, the Huu Nghi - Chi Lang expressway section from Chi Lang to the National Highway 4B intersection will be temporarily operated when congestion occurs on National Highway 1.
Information from Lang Son Provincial People's Committee, traffic diversion is applied when congestion occurs on National Highway 1, section from Km21 - Km45
According to the approved plan, vehicles allowed to circulate include passenger cars, tourist cars and trucks under 10 tons, moving in the direction from Hanoi to Lang Son.
The time to organize traffic diversion is during the day, from 6am to 6pm; starting from February 7, 2026 (December 20 of the lunar calendar) to the end of March 1, 2026 (January 13 of the lunar calendar)
Talking to reporters, Mr. Tran Van Chuan - Deputy Director of the Huu Nghi - Chi Lang Project Management Board said that this is a plan that has been carefully calculated based on actual construction conditions and traffic flow during Tet.

“We only activate the plan when National Highway 1 experiences prolonged congestion and only clear the one-way route in the direction of Chi Lang - Huu Nghi.
The highest goal is to reduce pressure on the national highway but still ensure absolute safety for people and workers working on the route," Mr. Chuan emphasized.
According to Mr. Chuan, the section of road put into temporary operation has basically completed the foundation, road surface and traffic safety items as required.
Currently, about 13 km of the route has been completely asphalt concrete paved, and the rest has only been paved with crushed stone grade.
Regarding the sign system, it has basically been ensured. Regarding the corrugated iron protection item, some small sections have been completed.
According to regulations, the maximum speed allowed on the route section is 60 km/h. In the temporary toll station area and locations where the road surface is not completed, the speed limit is 40 km/h.

Mr. Tran Van Chuan added that the construction unit has been requested to review all transition points of the road surface, bridgeheads, and supplement signs, barriers, and reflective wires at high-risk locations such as slopes, taluys, and areas with many obstacles.
We have fully arranged warning signs, temporary lighting systems, and publicized hotlines for incident handling. At the same time, we require contractors to regularly water to prevent dust, ensuring smooth road surfaces throughout the temporary operation time," Mr. Chuan said.
The Traffic Police Department is requested to direct traffic regulation when there is congestion on National Highway 1; Lang Son Provincial Police organize forces to regulate vehicles entering the expressway, ensuring safety at intersections with National Highway 1 and National Highway 4B.
Mr. Hoang Dinh Tue - Deputy Director of the Lang Son Provincial Construction Investment Project Management Board said that the province identifies this as an important political task during Tet.
The traffic volume at the end of the year is very large, especially in the border gate area. If you do not proactively plan early, the risk of prolonged congestion and traffic unsafety is very high.
According to Mr. Tue, the Project Management Board has closely coordinated with the Department of Construction, police forces, and authorities of Ky Lua, Dong Kinh, Chien Thang, and Nhan Ly wards to develop remote regulation plans to limit traffic conflicts at intersections.
We require all participating units to ensure the motto, safety is paramount. The route operates temporarily, but control standards are not allowed to be temporary," Mr. Tue emphasized.
Huu Nghi - Chi Lang expressway is a key project connecting Huu Nghi international border gate with Bac Giang - Lang Son expressway, playing an important role in logistics development and import and export in the Northern region.
The temporary operation of the route during Tet is considered an important stepping stone towards the goal of technical traffic opening according to the schedule. At the same time, it contributes to "relieving pressure" on National Highway 1, a vital route that is often overloaded every peak season.
