Mr. Nguyen Cao Son - Vice Chairman of Ninh Binh Provincial People's Committee said that according to the plan, the Ninh Binh - Hai Phong Expressway Project, the section passing through Ninh Binh province, will start construction in November 2024. However, due to the delay in implementing procedures to start the project compared to the set schedule, the project will start construction in December 2024.
According to Mr. Son, the reason for the slow implementation of procedures to implement the Ninh Binh - Hai Phong Expressway Project, the section passing through Ninh Binh province, compared to the set schedule is because this is a large and complicated project with a huge amount of appraisal work, requiring more time to review, evaluate, and clarify the contents to ensure compliance with regulations.
In addition, at the time of submitting the project's feasibility study report for appraisal on July 12, 2024, the items of ITS, ETC, and dynamic load testing stations were not included, but during the appraisal process, the Vietnam Expressway Administration commented that some items needed to be added.
It is known that the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh province, has a route length of 25.3km; the total investment of the project is 6,865 billion VND, the implementation period is from 2024 - 2029.
The project starts at Mai Son intersection connecting with the North-South expressway in the East (in Mai Son commune, Yen Mo district), and ends at the Day River overpass connecting Ninh Binh and Nam Dinh provinces (in Khanh Cuong commune, Yen Khanh district).
The project has a scale of 4 complete lanes, a design speed of 120km/h, a roadbed width of nearly 25m, and a road surface width of 15m. The entire route will have 12 bridges, including 3 overpasses for people, and 3 interchanges.
The total land use demand of the project is nearly 200 hectares, of which, the national highway surface is 0.16 hectares; the provincial road surface is 1.6 hectares; the district and commune roads are 2.6 hectares; the land in the hamlet is 2.1 hectares; the rice land is 14.4 hectares; the aquaculture land is 6.1 hectares and the cemetery land is 1.7 hectares.
The project passes through Yen Khanh and Yen Mo districts (Ninh Binh). Currently, Ninh Binh province is directing localities to coordinate with investors and related units to carry out the work of establishing, appraising, and approving the feasibility study and technical design of the project to start construction in December 2024.
"After completion, the project will combine with the Bai Dinh - Kim Son road along the Day River to form an East - West economic corridor in the North of Ninh Binh province according to the planning of Ninh Binh province for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister," said Mr. Son.
