The congestion started from the intersection with Thang Long Avenue, vehicles lined up in long rows, moving little by little.
Seeing serious traffic jams on Ring Road 3, Mr. Vui decided to drive the car down to the road below.

Congestion was also recorded in the area from the beginning of the Phap Van - Cau Gie expressway to the Phap Van BOT toll station, stretching about 6km.
Talking to reporters, Mr. Vu Ngoc Oanh - Deputy General Director of Phap Van - Cau Gie BOT Joint Stock Company said that people flocking to their hometowns and going to wish Tet greetings caused the traffic volume on the route to increase.
Although traffic is relatively slow, no unusual incidents have occurred on the route," Mr. Oanh informed.
Mr. Oanh added that during the peak of the Binh Ngo Lunar New Year, the Phap Van - Cau Gie expressway received about 140,000 vehicles/day and night. Meanwhile, on normal days, it fluctuates around 80,000 - 90,000 vehicles.
