The main artery is often congested
Bui Van Hoa Street is a vital route connecting the urban area of Bien Hoa City (now Tran Bien, Long Binh, Long Hung wards, Dong Nai province).
At the same time, connecting from National Highway 51, Vo Nguyen Giap Street, Bien Hoa - Vung Tau Expressway to Hanoi Highway, thereby reducing pressure, reducing traffic congestion at Vung Tau intersection, contributing to completing the main traffic network connecting to Long Thanh International Airport.
This route also passes through many industrial parks such as Bien Hoa 2 Industrial Park, Loteco Long Binh Industrial Park... However, for many years now, the route has been frequently congested during rush hour.
Mr. Pham Van Hai (residing in Long Hung ward, Dong Nai province) said that his family lives near Bui Van Hoa street, often witnessing serious traffic congestion, especially during rush hours.
According to the assessment of the authorities, when the Bien Hoa - Vung Tau expressway is completed and put into operation, the traffic volume on the Bui Van Hoa route will increase. Because, this is one of the main traffic routes to connect the central area (Tran Bien, Long Binh, Long Hung wards) with the Bien Hoa - Vung Tau expressway.
Implementing upgrading and expansion in the period of 2026-2030
According to the Department of Construction, Dong Nai province has identified the investment in upgrading and expanding Bui Van Hoa Street as a key and urgent task to completely resolve the situation of prolonged traffic congestion.
However, the province is facing difficulties in balancing local budget capital due to the need to prioritize capital allocation for many other key national and provincial transport projects (such as Ho Chi Minh City Ring Road 4, routes connecting Long Thanh airport) in the 2026-2030 medium-term public investment plan.
To ensure that the project is still implemented according to the plan for the period of 2026 - 2030, the Provincial People's Committee has proposed that the Ministry of Finance supplement the need for central budget support to implement the Bui Van Hoa Road Upgrade and Expansion Project. The project has a scale of 10 lanes, a length of about 5.56 km, a total investment of VND 8,052 billion, in the form of public-private partnership (PPP).
In early 2025, the People's Committee of Dong Nai province had a working session related to the idea of an elevated road project along National Highway 51, from Vung Tau intersection to Gate 11. The Bien Hoa - Vung Tau Expressway project and Ho Chi Minh City Ring Road 3 are national key projects, connecting Long Thanh airport, expected to be technically open to traffic before December 19, 2025. The People's Council of Dong Nai province has also approved the draft Resolution on investment in the construction of Cat Lai bridge and Dong Nai 2 bridge. To enhance the connection of localities in the province with Long Thanh airport, the province is also implementing projects to upgrade, expand, and build provincial routes 769, 773, 770B with a total investment of about VND18,000 billion.
