Digital transformation does not start from modern software or computers, but originates from the connection between the government and the people.
In Can Tho City, this process is being strongly realized through the implementation of Project 06 - "Developing the application of data on population, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030". There, the grassroots police force is the pioneer, playing a core role in bringing electronic identification and online public services to each household.

In hamlets and areas in rural areas of Can Tho City, the image of grassroots police officers and soldiers visiting each house to instruct people to register for electronic identification accounts, link information, install applications, and complete online administrative procedures has become familiar.
With the motto "hands-on pointing work", the grassroots police force has helped thousands of people of all ages access and use digital utilities proficiently. Many elderly people with little exposure to technology can now use public service accounts to medical examination and treatment, and complete paperwork with just a smartphone.

Mr. Tran Tan Tai (Vi Tan commune, Can Tho city) excitedly shared that, being instructed by the police to integrate driver's licenses and health insurance, he found it very convenient.
"I find Project 06 very good, when going to transactions, I only need to bring an ID card or phone, for example, I have only been in the hospital for a few days now, I just need to bring my ID card with me, no need to carry an insurance card because it is integrated," said Mr. Tai.
The excitement of the people with the utilities brought by online public service accounts is also the common joy of the officers and soldiers. Since the implementation of Project 06 until now, thousands of officers and soldiers, especially the grassroots police force, have not been able to manage difficulties, taking advantage of every minute, every hour, directly "going to every alley, knocking on every door, checking every person" to review, compare, supplement "cleaning" national data on population, supporting people in procedures for issuing ID cards, installing, and activating personal identification.
Many creative models have been born from practical needs such as the model "Supporting the installation of electronic identification and implementing online public services", the model " Deploying a residence management platform". Working groups and campaigns support people in remote areas to complete electronic procedures; mobile teams go to their homes to make ID cards for the elderly and sick people; instruct people to use software to carry out administrative procedures to determine time and costs. Each initiative is small, but a big step forward in the hearts of the people.

As one of the officers directly participating in the implementation of Project 06 from the first day of implementation, Major Nguyen Hong Tuoi - Head of the General Team, Long My Ward Police, Can Tho City said that each officer and soldier is aware of the meaning and importance of Project 06, thereby constantly striving and instructing people to wholeheartedly follow the procedures on online public services, such as: vehicle registration, vehicle issuance procedures, name change as well as other procedures; instructing people to make level 2 electronic identification, identify agencies and organizations...
As officers and soldiers who are close to the area, close to the grassroots, and closest to the people, when we complete the requirements set by the people, we are very excited and happy to have contributed a small effort to complete the common tasks assigned by the Party and the industry, said Major Nguyen Hong Tuoi.

With officers and soldiers guiding and handling administrative procedures for people at the unit, Lieutenant Colonel Pham Thi Thuy Nga - Deputy Head of Vi Thanh Ward Police, Can Tho City happily said: "Comrades in the unit always uphold the sense of responsibility to guide people to carry out procedures on computers or on smartphones, thereby reducing costs, travel time and simplifying administrative procedures, people can perform them at home, without having to go directly to the police station".
Technology can be created by engineers, but connecting technology with life is thanks to grassroots staff. With the spirit of "Serving the people", Can Tho City Police in general, the grassroots police force in particular is continuing to write the story of digital transformation every day, with the dedication, closeness and trust of the people.
