Recently, the People's Committee of Can Tho City issued Official Letter No. 754 to the City Traffic and Agricultural Construction Investment Project Management Board (Project Management Board), requesting urgent implementation of technical solutions to shorten the waiting time for subsidy, contributing to speeding up the construction progress of key projects in the area, according to the direction of the Ministry of Construction in Official Letter No. 7929.

The City People's Committee assigned the Project Management Board and related units to urgently organize implementation based on the functions and tasks prescribed by law. At the same time, it is required that units proactively coordinate closely with the My Thuan Project Management Board and the Vietnam Road Administration to receive guidance, technical support and share experiences in the project implementation process in accordance with regulations.
Official Dispatch No. 7929 was issued on the basis of implementing the Prime Minister's direction in Notice No. 383 and Notice No. 371. Accordingly, the Prime Minister requested to continue to support and guide localities to deploy necessary technical solutions to handle weak soil, shorten the time for loading and unloading, thereby promoting the progress of key transport projects, especially the Chau Doc - Can Tho - Soc Trang and Cao Lanh - An Huu expressways.

The Ministry of Construction said that this agency has issued specific guidance documents on technical solutions for weak soil treatment, to reduce the waiting time for subsidence without relying too much on sand mining capacity. At the same time, the Ministry has also clearly stipulated the implementation procedures and the authority to decide on these technical solutions.
On that basis, the Ministry recommends that localities focus on directing investors to urgently decide on appropriate handling solutions according to their authority, ensuring the completion progress of projects in accordance with the direction of the Prime Minister.
The Ministry of Construction emphasized that monitoring and monitoring of subsidence needs to be carried out seriously to have a basis for proposing solutions to increase the load for completed sections of the route. In addition, localities need to focus on mobilizing materials such as sand and stone to complete the loading process at unfinished sections. If necessary, localities can decide to apply technical solutions for handling soil according to the instructions of the Ministry to speed up the construction progress.
In addition, the Ministry also recommends that localities increase human resources, construction equipment, and organize work in shifts to speed up progress. The construction of the road surface foundation needs to be done by rolling method, as soon as it meets the conditions for unloading, to ensure the required progress of the project.
To support localities in the implementation process, the Ministry of Construction assigned the My Thuan Project Management Board and the Vietnam Road Administration to closely coordinate with localities and investors to guide, share experiences and provide technical support in the organization and implementation of projects.
The document also stated that the Ministry of Construction requested localities to direct investors and related units to proactively coordinate with the My Thuan Project Management Board and the Vietnam Road Administration to implement the above technical solutions, ensuring the progress and quality of the project as required.
