Hundred-billion-dong construction site messy after more than 4 years

In May 2026, at the Tan Binh bridge construction site and the bypass of National Highway 14E through Hiep Duc commune, Da Nang city, construction activities were quite quiet.

Along the access road to the bridge, many items are still unfinished, the ground is jagged, materials are scattered, dust covers trees, houses and temporary walkways. Both ends of the access road are not synchronously completed, causing the project to be in a messy state.

Notably, some bridge pillars and girders exposed to sun and rain for many days show signs of exposed steel core and rust, causing people to worry about the quality of the project if it is not handled and constructed thoroughly soon.

The Tan Binh bridge and National Highway 14E bypass project was approved by the old Quang Nam Provincial People's Committee on November 17, 2021, with a total investment of 280 billion VND. Of which, the central budget allocated 252 billion VND, and the rest was allocated by the locality.

According to the initial plan, the project must be completed and put into use in March 2025. However, by the beginning of May 2026, the project still could not be completed.

People suffer from dust and noise

Many households near the construction site said that when it's sunny, it's dusty, when it rains, it's muddy, walking is difficult, causing daily life to be disrupted.

Dust, noise, and unfinished roads have lasted year after year. People hope the city will direct decisively and require the contractor to complete construction to stabilize their lives" - Ms. Le Thi Ha, living near the project, said.

The people's impatience is well-founded. Because the project is not only behind the initial completion milestone in March 2025, but was also required to be completed before September 2025 after Da Nang City leaders checked the progress and put it under monitoring. However, to date, the project is still in a mess.

Mr. Luu Hoang An - Chairman of Hiep Duc Commune People's Committee - said that Tan Binh bridge and the bypass of National Highway 14E are important traffic projects, expected to contribute to completing traffic infrastructure, expanding urban space to the west of the old Tan Binh town, and increasing connectivity with localities in the area.

However, the project is still facing land issues for a household. Local authorities are continuing to mobilize and request this household to hand over soon for the construction unit to deploy the remaining parts. Recently, Da Nang City People's Committee has extended the completion time, requesting the Tan Binh bridge to be put into operation no later than December 31, 2026.

Mr. Tran Quyet Thang - Director of Thanh Tung Co., Ltd. - said that the main reason for the project delay is that by March 3, 2026, the contractor will be handed over a clean site by the locality for construction.

In addition, some increased costs are also causing difficulties in the implementation process. Construction units are making efforts to accelerate the project progress.

Previously, answering the opinions of local voters, the representative of the old investor admitted that the project was behind schedule, saying that the reason was unfavorable weather, heavy rain. The project also faced difficulties in the source of filling soil with a volume of about 110,000m3, while soil mines in the area are scarce. Da Nang City has only removed this obstacle.
