On December 11, the Office of the People's Committee of Ca Mau province announced that the Provincial People's Committee had a document agreeing to terminate the contract with the contractor implementing Package No. 24: Garden, green space of the Tuberculosis and Lung Disease Hospital Construction Investment Project invested by the Provincial Construction Project Management Board.
Previously, the Department of Construction of Ca Mau sent a document to the People's Committee of Ca Mau province stating that Package No. 24 signed by the Provincial Construction Project Management Board as the investor with Cong Minh Cay Xanh Company Limited (now renamed Tan Thanh Investment and Trade Development Company Limited) after 3 years of implementation has not yet been completed.
According to Construction Contract No. 10/2021/HDDV dated May 31, 2021, the package implementation period is 120 days, the commencement date and site handover date is June 11, 2021, and the contract end date is October 8, 2021.
However, the implementation process was affected by the COVID-19 epidemic, so the construction was temporarily suspended. On the other hand, because the site at the location adjacent to Road No. 04 (according to the attached location drawing), about 80m long, was stuck with some households that had not been cleared, the investor had not yet handed over the site for the contractor to start construction. The investor and the contractor adjusted the construction schedule 3 times, but the package could not be completed.
By December 4, 2023, the site clearance work was completed, but the contractor did not continue construction. Upon inspection, the value of the completed work volume that the contractor had accepted for payment was VND 1,022,422,000 (equivalent to 77.88% of the contract volume value); the remaining value of the contract was more than VND 290 million. The investor repeatedly urged the contractor to complete the remaining work volume of the contract but received no coordination. On October 7, 2024, the investor and the contractor agreed to sign the Contract Termination Minutes.
In May 2024, the Ministry of Public Security's Security Investigation Agency requested the People's Committee of Ca Mau province to review and provide information, documents, and lists of individuals related to projects on planting, caring for trees, and urban beautification.
According to the report, the total budget of Ca Mau province allocated to provincial units and supporting district budgets from the public service source in 2019-2023 is more than 220 billion VND. On average, each year the province allocates 45 billion VND to provincial units and supports district budgets. Of which, Ca Mau city is allocated about 60 billion; Nam Can district more than 30 billion VND; Thoi Binh district about 29 billion VND; Cai Nuoc district more than 17 billion VND...
