According to the People's Procuracy of Region 4, Hai An ward is implementing many projects to build and renovate transportation and drainage systems to serve travel needs and improve the quality of life of the people.
However, through grasping the situation, receiving information reflected by people, press agencies and conducting actual inspections in the locality, the People's Procuracy of Region 4 found that some projects under construction still have limitations in implementing measures to ensure safety for people and vehicles participating in traffic.
Regarding the project to renovate and upgrade sidewalks, roadbeds and drainage systems on Trung Hanh street, Hai An ward, some construction locations have not fully arranged signs, barriers, and warning lights as prescribed; construction materials are still gathered on roads and sidewalks. Many dug pits and drainage culverts have not been covered or have appropriate warning measures. In addition, traffic organization in some construction areas is not really reasonable, especially in unfavorable weather conditions, posing potential safety risks for people participating in traffic.
Reality has recorded many cases of people slipping and falling, colliding with construction materials or encountering difficulties when traveling through the construction area. Notably, on the afternoon of May 20, during the movement, some students unfortunately fell into the construction area. Fortunately, the children were discovered and supported by people in time, so no unfortunate consequences occurred.
From the inspection results, the People's Procuracy of Region 4 - Hai Phong found that one of the reasons leading to the above situation is that inspection and supervision of construction units at times is not regular, not promptly detecting and requiring rectification of shortcomings arising during construction. If not rectified, these shortcomings may lead to accidents causing damage to people's lives, health and property, generating legal liability for relevant organizations and individuals.
On that basis, the Procuracy proposed that the Hai An Ward Construction Investment Project Management Board strengthen management responsibility, direct construction units to strictly implement the provisions of law on labor safety and traffic safety; organize a review of all projects and items being implemented to promptly supplement the system of signs, barriers, warning lights and safety equipment. At the same time, request construction units to cover and reinforce dug pits and drainage culverts, limit the gathering of construction materials causing traffic obstruction; proactively develop response plans when heavy rain, flooding or situations with risks affecting people's safety occur.

Representatives of Hai An Ward People's Committee said that the ward is implementing the construction of the project to improve rainwater drainage capacity in the Trung Luc - Luc Hanh - Nguyen Don area. During construction, many pits, construction materials, soil and rocks and vehicles serving the project appeared on the roads, posing a potential risk of traffic unsafety, especially in heavy rain, flooding, slippery roads and limited visibility conditions.
