People suffer because of slow road construction. The Ho Chi Minh road project, the eastern bypass of Buon Ma Thuot city (Dak Lak province) has a total investment of more than 1,500 billion VND from the central budget with a length of more than 39km and is invested by the Dak Lak Province Traffic Construction Investment Project Management Board and Agriculture and Rural Development Board (Board A).
Responding to Lao Dong Newspaper, Mr. Nguyen Tai Minh - Deputy Director of Board A - confirmed that the route passing through Cu M'gar district is about 5.9km long, with the District Land Fund Development Center carrying out compensation and site clearance support (GPMB). Up to now, the relevant parties have handed over the site from Km1+000 - Km5+900 and Board A has directed the contractor to complete the construction from December 2022.
However, there is still 1km (from Km0+000 to Km1+000) in the above project that has not been implemented due to land acquisition. This has led to the existing road being damaged, causing mud, potholes... greatly affecting the travel and living needs of the people. It is noted that in the area of the Ho Chi Minh Highway route adjustment, the eastern bypass of Buon Ma Thuot City, many households have not received compensation for land acquisition. Here, the roads are degraded. The first section of the above project has 13 households residing in Cuor Dang commune, Cu M'gar district subject to land acquisition.
Ms. Nguyen Thi Huong (Cu M'Gar district, Dak Lak province) - shared: "In the past few days, due to heavy rain, the road leading to the intersection of Cuor Dang commune and National Highway 14 has been extremely degraded, greatly affecting the lives of the people. Many traffic accidents have occurred on this road, some people had to be hospitalized. People just hope to soon receive land clearance, compensation, and then move to a new place to stabilize their lives."
"In the past, the unit has directed the construction contractor to regularly carry out repair work to ensure traffic safety and serve the travel needs of the people. However, the section of the route (through Cuor Dang commune, Cu M'gar district) has not been cleared, leading to the incomplete construction of the drainage system, causing water stagnation. Therefore, the road repair work of the construction unit is only temporary, short-term and prone to damage again," Mr. Nguyen Tai Minh - Deputy Director of Board A - added.
Land clearance problems
In fact, in Cu M'gar district, the project did not arrange a resettlement area. Therefore, when 13 households were resettled, the District People's Committee had to review the land fund, implement compensation and support, and build infrastructure for the new resettlement area using the district budget. Currently, the District People's Committee is establishing land prices for the resettlement area to have a basis for establishing and approving the compensation plan for land acquisition and resettlement for 13 households.
The remaining land acquisition area is a stable and densely populated area, with a new general planning plan implemented since 2013. The cadastral map system has been measured many times with huge differences, and the certificates issued over different periods have different locations, shapes, and sizes. Therefore, determining the origin of the land, measuring and editing the extracted land plots has encountered many difficulties.
Currently, the Dak Lak Provincial People's Committee has not issued a decision on compensation, support and regulations on coordination mechanisms between agencies and units in implementing land acquisition, compensation, support and resettlement when the State acquires land for national defense and security purposes. As a result, the Cu M'Gar District People's Committee has no basis to carry out work related to the preparation of compensation and support plans.
