Only 80 days left for Ho Chi Minh City to disburse 63,000 billion VND

Ho Chi Minh City has only 80 days left to disburse 63,000 billion VND in public investment capital, while in the past 9 months it has only disbursed 16,000 billion VND.

This information was shared by Chairman of the Ho Chi Minh City People's Committee Phan Van Mai at the 33rd (expanded) Conference of the 11th Ho Chi Minh City Party Executive Committee on the afternoon of October 8.

According to Mr. Phan Van Mai, the total public investment capital of Ho Chi Minh City is more than 79,000 billion VND, but after 9 months, only 16,000 billion VND has been disbursed. This means that the remaining 63,000 billion VND must be fully disbursed before January 2025.

To manage and speed up progress, the city has divided projects requiring disbursement into 5 groups.

The land clearance group has the largest capital of 30,000 billion VND. Ho Chi Minh City focuses on important projects such as: Land clearance of Xuyen Tam canal (Binh Thanh and Go Vap districts) with a total capital of 12,976 billion VND; Renovation of the North bank of Doi canal (District 8) with 5,092 billion VND; Two sections of Ring Road 2 (Thu Duc City) with 7,600 billion VND.

Regarding the group of newly started projects, Ho Chi Minh City plans to disburse VND8,000 billion for projects starting construction this year, including providing equipment for three city gateway hospitals with a total capital of VND1,200 billion.

In the group of projects being implemented, there is currently 9,600 billion VND for projects under construction and nearing completion.

A group of projects are stuck in procedures, typically the flood prevention project with a total capital of nearly 10,000 billion VND but 6,800 billion VND has not been disbursed. The city is considering transferring this capital to other projects if it cannot be disbursed in time.

For Metro Line 1 project (Ben Thanh - Suoi Tien), the city has worked with the Urban Railway Management Board, striving to disburse 3,800 billion VND out of a total of 4,000 billion VND.

Regarding the group of projects with legal procedures, there are currently 57 projects facing procedural difficulties that need to be resolved to speed up disbursement progress.

Chairman of the Ho Chi Minh City People's Committee Phan Van Mai has called on the Secretary and Chairman of the Thu Duc City People's Committee and districts to focus on directing, reviewing and removing obstacles to ensure the progress of public investment disbursement. He emphasized that this is an important task that needs to be prioritized in the last months of the year.

At the conference, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen also affirmed that disbursement of public investment capital is the most urgent task in the fourth quarter of 2024. He requested agencies to inspect and strictly handle cases of failure to complete tasks due to subjective reasons, while speeding up the completion and putting into use of key projects.

"We only have about 80 days left to complete the disbursement, so we need to make maximum efforts, and at the same time strictly inspect and handle cases that do not meet requirements due to subjective reasons," Mr. Nguyen Van Nen emphasized.

The Secretary of the Ho Chi Minh City Party Committee also requested agencies to speed up the implementation of new regulations on the Land Law, Housing Law and Real Estate Business Law, along with the remaining contents of Resolution 98. At the same time, he suggested that Ho Chi Minh City proactively coordinate with central ministries and branches to submit to the Prime Minister to remove obstacles beyond the local authority.
