Recently, many readers have been interested in the level of allowance fund for non-specialized workers in villages and residential groups (village officials). Among them is the question about how current law stipulates the minimum and maximum allowance fund levels.
Answering this question, lawyer Nguyen Thu Trang - Deputy Director of Heva Law Company Limited - said that the regulations on contracting allowance funds for groups of non-specialized workers in villages and residential groups are implemented according to Decree 185/2026/ND-CP regulating the organization and operation of villages and residential groups and policies for non-specialized workers.
According to Article 15 of Decree 185/2026/ND-CP, the state budget implements the allowance fund (including support for social insurance contributions) to pay monthly allowances to non-specialized workers in villages and residential groups.
The quota level is specified as follows:
For villages with 700 or more households; residential groups with 1,000 or more households; villages and residential groups belonging to key commune-level administrative units on national defense; villages and residential groups belonging to commune-level administrative units in border and island areas or particularly difficult villages, the allocation fund level is equal to 8.0 times the basic salary level.
For villages and residential groups that do not fall into the above cases, the allocation fund level is equal to 6.5 times the base salary.
According to Decree No. 161/2026/ND-CP, from July 1, 2026, the base salary will be adjusted to 2,530,000 VND/month, replacing the current level of 2,340,000 VND/month.
Because the allocation fund level is calculated according to the coefficient times the base salary, when the base salary increases, the allocation fund for village and residential group officials also increases correspondingly.
For villages and residential groups belonging to the group contracted with 8 times the base salary level:
8 x 2. 530,000 VND = 20,240,000 VND/month.
For the remaining villages and residential groups, they are contracted at 6.5 times the base salary level:
6.5 x 2. 530,000 VND = 16,445,000 VND/month.
Thus, from July 1, 2026, the contract allowance fund for village and residential group officials will range from 16.445 million VND to 20.24 million VND/month, depending on the characteristics, scale and area of each village and residential group.
According to lawyer Nguyen Thu Trang, the above-mentioned contract level is the level guaranteed by the state budget. Based on the contracted allowance fund, the ability to balance local budgets and the specific characteristics of each area, the Provincial People's Committee will submit to the People's Council of the same level for specific regulations.
Notably, in cases where provinces and cities use local budgets to stipulate the contracted allowance fund level higher than the contracted level prescribed by the state budget, the Provincial People's Council has the right to decide the specific contracted level suitable to the budget balance capacity without having to ask for opinions from central ministries and sectors.
According to the above Decree, the Ministry of Finance is responsible for guiding, inspecting, and monitoring the implementation of regulations related to the management and use of funds and ensuring the correct implementation of legal regulations on the state budget.
