At the ceremony, Prime Minister Le Minh Hung assigned Acting Minister of Home Affairs Nguyen Tien Hai to focus on leading and directing the continued advising on streamlining the effective and efficient operating apparatus, ensuring the effective operation of the 2-level local government with a strong shift in thinking from the "arrangement apparatus" stage to the "consolidation and operation for substance and efficiency" stage.
There are tasks that must be implemented immediately in July, such as presiding over and coordinating with relevant ministries and sectors to complete decrees on the functions and tasks of ministries and ministerial-level agencies to thoroughly solve the issue of function and task intersection and ensure the principle of "one job, only one focal agency is responsible", accelerating the progress of implementing the arrangement of public non-business units, especially in the fields of education and health.
Continue to strengthen decentralization, delegation of power, and decentralization of authority closely linked to the actual assessment of capacity, qualifications, and ability to meet the work needs of grassroots officials.
Improve the mechanism for evaluating substantive cadres, based on specific products and results; resolutely replace weak cadres who avoid and shirk responsibility; coordinate with units of the Central Organization Committee in advising the Politburo and the Secretariat to decide on the overall staffing of the political system.
Develop solutions to improve the capacity of cadres, especially grassroots-level cadres, and soon submit to the Central Government a national strategy on attracting and valuing talents; have a more substantive and effective mechanism to encourage and protect cadres who dare to think and dare to do for the common good.
Focus highly on completing the task of a very important project on substantive reform of salaries and social insurance policies, with innovative thinking, a specific roadmap and a satisfactory remuneration regime, giving priority to grassroots officials, especially in difficult areas.
Effectively implement social security policies, especially the work of caring for people with meritorious services to the revolution, including "Operation 500 days and nights to promote the search, repatriation and identification of martyrs' remains"; develop policies to create sustainable jobs, associated with the development of a modern labor market, and training high-quality human resources.
The Prime Minister assigned the Standing Deputy Minister of Ethnic Minority Affairs and Religious Affairs and the Ministry's leadership collective to focus on leading and directing: Promptly advise on amending and supplementing mechanisms and policies and reviewing and arranging the organizational structure for ethnic minority and religious affairs in accordance with the local government at 2 levels.
Effectively implement policies to ensure freedom of religion and belief; coordinate well with ministries and sectors to effectively implement the National Target Program for the period 2026-2030, in which priority is given to developing infrastructure, education, health, and culture in ethnic minority areas.
Promoting the great national unity bloc, ensuring that ethnic groups and religions have equal access, not allowing hostile and reactionary forces to take advantage of division and incitement, promptly handling "hot spots" in ethnic minority and religious areas; urgently officially operate the database on ethnic groups and religions to ensure "correct - sufficient - clean - living, unified, shared".
