The total length of the research route is about 8.3 km, connecting from Trai 2 bridge to Tinh Yeu bridge and connecting to National Highway 279, with 6 lanes, designed speed of 60km/h.
The roadbed width is 38m and the road surface width is 23m.
The total investment of the project is VND 2,860 billion, assigned by the People's Committee of Quang Ninh province to the Management Board of Investment and Construction Projects of Area 1 of Quang Ninh province to be the project owner.
This route has 4 bridges over the river, including bridges: bridge No. 1, bridge No. 2, bridge No. 3 and bridge No. 4.
The project is expected to be implemented from 2025 to 2028.
According to the People's Committee of Quang Ninh province, investing in this route creates unity and synchronization for the formation of urban areas in the area, ensuring smooth traffic from neighboring localities to the center of Ha Long, attracting investment, increasing the value of land benefits is extremely necessary.
To date, Quang Ninh has invested in building 2 large bridges across Cua Luc Bay, namely Tinh Yeu Bridge and Binh Minh Bridge. In the future, we will continue to research and invest in the construction of Cua Luc 2 bridge.
These are 3 bridges with extremely important connecting significance, creating an inter-regional traffic network, in line with the development strategy of the region according to the multipolar model, in which Cua Luc Bay is the connection center. At the same time, with the investment in the construction of 3 bridges across Cua Luc Bay, investing in the construction of connecting routes between these 3 bridges and the main axis routes in operation is extremely necessary, creating a synchronous traffic connection network, maximizing the role and value of the 3 bridges when put into use.

According to the old Ha Long City General Planning until 2040, the area from Ha Long - Van Don Expressway to Cua Luc Bay has a total area of 8,882 hectares, of which the land fund attracting investment in project development is 2,494 hectares.
The area from National Highway 279 to Cua Luc Bay alone has a total area of about 1,083 hectares (the area in the Cua Luc Bay dike, excluding the area of mangrove forests), of which the land fund is expected to attract investment of 647 hectares.
