According to the plan, Trai Au public land will be used by local authorities to build a cultural house and a road to Doc Lap village's cultural house.

On March 28, 2019, La Phu Commune People's Committee organized the forced clearance of all violating works of Mr. Toan's family according to regulations, and at the same time handed over the site to the construction unit to build a cultural house in Doc Lap village. .
However, Mr. Toan later initiated an administrative lawsuit, asking to "cancel the administrative decision of the Chairman of the People's Committee of La Phu commune and compensate for damages".
The case was accepted by the Hoai Duc District People's Court for first instance trial and the City People's Court for appeal trial according to regulations.
In the years 2021 and 2022, when the first instance and appellate courts were accepting and resolving the case, Mr. Nguyen Hung Dan (father of Mr. Nguyen Hung Toan) deliberately built a project on the Earth Au land. , the area has enforced violations against Mr. Nguyen Hung Toan.
According to the minutes of the Commune People's Committee in October 2021, Mr. Dan built and put into use a 1-storey solid house, tiled roof, 13.5m long, 12.8m wide along with corrugated iron shacks and houses. toilets, yard, walls... on a total area of 2,553.2 m2.
During the process of completing the dossier on handling violations according to regulations, Mr. Dan deliberately did not comply, causing pain and frustration among the people.
On February 14, 2024, the Chairman of Hanoi People's Committee issued Decision No. 867 with the content: "Forced implementation of measures to overcome consequences caused by administrative violations" against Mr. Nguyen Hung Dan for his violation. administrative violations in the field of land.
However, because Mr. Dan did not fix it himself, on July 30, 2024, the Hanoi People's Committee continued to issue Decision No. 3944/QD-CCXP on enforcement of remedial measures according to Decision No. 867/QD-KPHQ of the City People's Committee.
The leader of La Phu Commune People's Committee said that the local government sent a notice of enforcement to clear violations to Mr. Dan's family on August 23.
The enforcement is expected to be carried out on August 28.
