Answering this content, lawyer Nguyen Thu Trang, Deputy Director of Heva Law Company Limited, said that the Ministry of Home Affairs has just issued Circular No. 13/2026/TT-BNV dated May 29, 2026, guiding the implementation of the basic salary level for subjects receiving salaries and allowances in agencies, organizations, and public non-business units of the Party, State, Vietnam Fatherland Front, socio-political organizations and associations.
According to Article 1 of the Circular, the subjects of application include cadres and civil servants receiving salaries from the state budget; public employees receiving salaries from the salary fund of public non-business units; salaried people working within the staffing quota at associations supported by the state budget; delegates of People's Councils at all levels receiving operating fees; people working in cipher organizations; people working under labor contracts in administrative agencies and public non-business units subject to the application of the salary scale according to Decree No. 204/2004/ND-CP.
Notably, the Circular also applies to non-specialized workers in villages and residential groups according to the Government's regulations on the organization and operation of villages and residential groups and regimes and policies for non-specialized workers in villages and residential groups (Clause 5, Article 1).
In addition, the Circular is also used to calculate the level of contribution and enjoyment of social insurance benefits and resolve regimes related to salaries for some cases such as cadres, civil servants, public employees going to study, work, and receive treatment; people who are in probation; cadres, civil servants, public employees who are temporarily suspended from work, temporarily detained or temporarily imprisoned.
According to Clause 3, Article 3 of Circular No. 13/2026/TT-BNV, for non-specialized workers in villages and residential groups, the allowance fund contracted by the state budget for each village and residential group according to the Government's regulations will be calculated according to the base salary of 2,5350,000 VND/month.
Thus, from July 1, 2026, salaries and allowances for non-specialized workers in villages and residential groups such as village heads will be calculated based on the allowance fund contracted by the state budget for each village and residential group according to the base salary of 2,530,000 VND/month.
