Street markets are unlikely to have a chance to reoccur in Hanoi

After launching a campaign to clear the makeshift market in Hanoi, the wards have organized on-duty checkpoints and patrols in key areas to prevent makeshift markets from reopening.

On-duty during peak hours

Hanoi City People's Committee has just announced a list of 231 makeshift markets and spontaneous business points that must be cleared according to the roadmap until 2027. Among them, there are 75 "hot spots" encroaching on roads and sidewalks, causing urban disorder and traffic safety that the City People's Committee requests to be thoroughly handled before January 30.

In Da Phuc commune, there are 8 makeshift markets on the list of group 1 that need to be cleared immediately, including makeshift markets in Duc Hau village, Kim Thuong village, Tien Tao village, Xuan Duong village communal house yard, Ta intersection in Ba Hang village, near the dike dyke dyke in Tang Long village, near the pontoon bridge on the dike dyke in Luong Phuc village and the intersection of Bac Phu health station in Yen Tang village.

Talking to Lao Dong Newspaper, Ms. Hoang Thi Ha - Vice Chairwoman of Da Phuc Commune People's Committee said that the commune has completed the clearance of the above 8 makeshift markets and is continuing to maintain regular inspection teams, strengthen propaganda and reminders to ensure that no re-encroachment occurs.

Tran Quoc Vuong street makeshift market (Cau Giay ward) is also in group 1 - cleared before January 30. Mr. Tran Trung Kien - Head of the Economic, Infrastructure - Urban Department of Cau Giay ward - said that the ward has also completed the clearance of makeshift markets, restoring ventilation to the sidewalks and streets of Tran Quoc Vuong street.

According to Mr. Kien, in the past, this street often experienced traffic jams, spontaneous business points encroaching on sidewalks and roadways. Therefore, the functional forces of the ward and departments and unions have carried out the work of mobilizing small traders to strictly comply with legal regulations. Along with that, resolutely handle cases of illegal parking, displaying and selling goods spilling onto the sidewalk and installing advertising signs that obstruct visibility. Violating items such as platforms and bridges that do not meet standards have been completely dismantled to restore ventilation to pedestrians.

Stabilizing livelihoods for small traders

In Tuong Mai ward, there are 2 makeshift markets in alley 106 Nguyen An Ninh street and alley 293 Tam Trinh street in group 3 clearance list - completed before December 30, 2026. Currently, the ward has developed a roadmap to thoroughly clear spontaneous business locations, not to let them recur; and at the same time change people's buying and selling habits in the direction of not holding illegal markets, encouraging small traders to enter legitimate business locations.

A noteworthy point in Tuong Mai ward's approach is not only "clearance" but also "rearrangement". The plan sets out the requirement to arrange premises for small traders belonging to spontaneous business points that have been cleared to do business at Dong Tam market in accordance with regulations, creating a stable exit, limiting the occurrence of livelihood disruption.

Along with the Ward Police, the ward's forces are clearly assigned tasks and responsibilities, including the task group of surveying and arranging business households to existing markets or other legal locations; promoting propaganda on the grassroots information system and mobilizing people not to buy and sell at market locations outside the plan.

Chairman of Tuong Mai Ward People's Committee Dao Thi Thu Hang said that to create sustainable efficiency, the ward determines to promote the overall strength of the entire political system, attach the responsibility of the head and assign specific tasks to each force, each area, ensuring "doing it thoroughly".

Lieutenant Colonel Phan Tran Trung - Deputy Head of Tuong Mai Ward Police - said that the Ward Police both coordinated with departments, boards and grassroots levels, and advised the Ward People's Committee to organize appropriate plans for each point, including requiring 100% of grassroots levels to sign commitments to comply, resolutely handle acts of encroachment on sidewalks and roadways; and at the same time guide households with roadside houses to arrange business inside, and cases of encroachment are mobilized to Dong Tam market to ensure urban order and long-term rights.

To prevent the results from being "beautiful at the outset", the ward's plan focuses on the post-clearance maintenance mechanism, combating re-encroachment by organizing on-duty checkpoints, patrols and inspections in key areas and periodic reporting regimes.
