On March 1, Ms. Nguyen Ngoc Linh (residing in Nha Trang City) confirmed that she had received a document from the Khanh Hoa Provincial Inspectorate responding to customers' recommendations around the TM1 commercial land plot of the Tan Lap Islet residential area project.
The Provincial Inspectorate replied to Ms. Nguyen Ngoc Linh that previously (on January 16, 2025), the leaders of Khanh Hoa province assigned this agency to consider the handling plan of Song Da - Nha Trang Joint Stock Company and HP Hospitality Nha Trang Company Limited, advising the province to participate in dialogue with the people.
4 days later (January 20), HP Hospitality Nha Trang Company Limited responded "HP Hospitality Company Limited has not received a plan from Song Da - Nha Trang Company regarding the above content".
Khanh Hoa Provincial Inspectorate assessed that Song Da - Nha Trang Joint Stock Company and HP Hospitality Nha Trang Company Limited have not yet developed a handling plan and organized a dialogue conference with people related to the TM1 project of the Tan Lap Islet Residential Area project under the direction of Khanh Hoa Provincial People's Committee.
Therefore, the Provincial Inspectorate has no basis to advise the People's Committee of Khanh Hoa province to participate in a dialogue conference with the people.
At the end of 2024, the leaders of Khanh Hoa province requested Song Da - Nha Trang Joint Stock Company to work with HP Hospitality Nha Trang Company Limited (license) to agree on a solution to handle and resolve the recommendations for 233 cases of customers who have signed capital contribution contracts at TM1 Project.
Not having a dialogue with the people makes it difficult to process and resolve the petitions of 233 customers who have signed capital contribution contracts at the TM1 Project.
The reason why customers have repeatedly requested a dialogue is because they want to clarify the members contributing capital to the TM1 land plot of the Tan Lap Islet Residential Area project because during the process of changing owners many times, their rights have not been guaranteed.
According to customers, at the time they contributed capital to the TM1 project (in 2017), the registration certificate of HP Hospitality Nha Trang Company Limited (HP Hospitality Nha Trang) showed the charter capital of 226 billion VND. Of which, Song Da - Nha Trang Joint Stock Company has a contributed capital value of VND 135.6 billion (%)). Song Da - Thang Long Joint Stock Company has a capital contribution of 90.4 billion VND (%)).
By 2022, the capital contribution of Song Da - Nha Trang Joint Stock Company will be only 14% and the remaining 75% of Hai Phat Investment Joint Stock Company (abbreviated as Hai Phat Group, headquartered in Hanoi).
In 2023, Hai Phat Group approved the policy of transferring contributed capital that the company owns at HP Hospitality Nha Trang. After the transfer, Hai Phat Group still owns 10 billion VND, accounting for 4.5% of HP Hospitality Nha Trang's charter capital.
Customers requested clarification on the fact that Song Da - Nha Trang Joint Stock Company had previously collected hundreds of billions of VND from customers but then transferred all the capital without any obligations to customers. Customers also questioned where the 46% capital contribution of Song Da - Nha Trang Joint Stock Company has gone?
