According to the People's Committee of Quang Tri province, from the beginning of 2024 until now, natural disasters have continued to develop extremely unusually with high frequency and high intensity, many types of natural disasters occurred consecutively, causing serious damage on a large scale. The whole province recorded 15 deaths and 49 injuries; the total estimated damage was up to VND2,379 billion, severely affecting people's lives, infrastructure and production and living sectors.
The Standing Vice Chairman of the Hoang Nam Provincial People's Committee said that natural disaster prevention work must be organized systematically, with clear assignment of people and work, and the central role of communes, wards and special administrative areas must be promoted. In particular, the Standing Vice Chairman of the Provincial People's Committee requested localities to urgently review and consolidate the Commune-level Civil Defense Command after the merger, develop specific operating regulations, avoid forms and overlaps, and ensure effective operation when natural disasters occur.
The Provincial People's Committee directs the updated disaster response plan at the provincial and commune levels, especially the scenario of evacuating people in areas at high risk of landslides, deep flooding, and flash floods. Localities must organize drastic evacuation of people, have strict inspection and supervision to ensure the safety of people's lives and property.
Applying technology, improving operational capacity
In addition, Chairman of the Provincial People's Committee Tran Phong praised the efforts of the entire system, from the Civil Defense Command at all levels, departments, branches, localities to the press and people in the work of preventing and responding to natural disasters in recent times.
To proactively respond to the storm season in 2025, the Chairman of the province requested each unit to develop a civil defense plan suitable for the type of natural disasters and specific local conditions. Relevant departments and branches urgently review resources, means, medical supplies, necessities, develop rescue cooperation plans on land and at sea, ensuring readiness to mobilize according to the "4 on-site" motto.
The Provincial People's Committee assigns specific tasks to each unit in checking dykes, reservoirs, dangerous landslides, regulating the safety of hydroelectric reservoirs, and controlling traffic at dangerous points. Weather on-duty and monitoring must be carried out seriously and continuously 24/24h.
In particular, the Chairman of the People's Committee of Quang Tri province emphasized the role of technology in disaster management. The functional sector needs to soon apply smart warning systems, digital maps, and artificial intelligence (AI) to improve the ability to forecast, operate, respond, and coordinate resources effectively and promptly.
The People's Committees of communes, wards and special administrative areas are required to develop specific plans for each situation, proactively mobilize forces, coordinate support between neighboring units, organize serious on-duty shifts, accurately count damage and care for people's lives after natural disasters.
The Chairman of the Provincial People's Committee also requested that we must not be negligent or subjective. Each locality and unit must consider natural disasters as a key task, always be ready to respond, coordinate smoothly and flexibly handle any arising situations. Only proactive and careful preparation from the grassroots level can minimize damage and best protect people's lives and property.
