Prime Minister directs support for Dien Bien with 200 billion VND to overcome the consequences of floods

On the afternoon of August 3, Prime Minister Pham Minh Chinh directed the Central Committee of the Vietnam Fatherland Front to allocate 200 billion VND to support Dien Bien in overcoming the consequences of floods.

After inspecting the work of overcoming the consequences of natural disasters at flooded areas, on the afternoon of August 3, Prime Minister Pham Minh Chinh and the Central working delegation had a working session with the Standing Committee of the Dien Bien Provincial Party Committee on overcoming the consequences of natural disasters.

In a quick report to the Prime Minister, Secretary of the Dien Bien Provincial Party Committee Tran Quoc Cuong said that from July 31 to 5:00 p.m. on August 3, the whole province had 10 deaths, 12 injuries, and more than 550 houses damaged. The total damage is estimated at about 500 billion VND.

In particular, in Xa Dung commune, 7 deaths and 4 injuries were recorded due to flash floods and landslides. Tia Dinh commune had 3 deaths and 8 others injured. The victims were mainly women and children, living in remote areas.

At the meeting, Dien Bien province requested the Government, the Prime Minister, and the National Civil Defense Steering Committee to pay attention to urgently supporting the province with funds to repair essential works damaged by floods with a budget of about 200 billion VND.

In the long term, the province recommends that the Prime Minister pay attention to and prioritize the allocation of resources to support investment in the construction of resettlement points; upgrade the inter-commune and inter-village transportation system; build a dam system in key areas to proactively prevent flash floods.

Concluding the meeting, the Prime Minister sent his condolences and encouragement from the Party and State to the people of the affected areas. The Prime Minister also praised the province's proactiveness and concentration, the functional forces were present promptly, focusing on implementing the work of prevention, control and overcoming consequences.

The Prime Minister directed the Central Committee of the Vietnam Fatherland Front to balance the reserve fund, urgently support Dien Bien with 200 billion VND to urgently deploy the work of overcoming natural disasters in the immediate future; and at the same time provide 100 tons of rice to provide relief to flood areas.

The Prime Minister also requested immediate support of 100 million VND/household (for 80 households with completely damaged houses); 30 million VND/household (for 241 households with severe damage); assigned the Ministry of National Defense to preside over and coordinate with the Ministry of Public Security to urgently implement procedures to build houses for the people.

Based on reviewing and updating the damage of the province, ministries and functional branches directed specialized forces to support the province in overcoming power grid, transportation, healthcare, education and telecommunications.

In the long term, the Prime Minister requested ministries and branches to support the province in reviewing, arranging, and rearranging residents, moving from vulnerable areas high risk of landslides and flash floods; traffic works, irrigation works, etc. At the same time, Dien Bien needs to pay more attention to forest planting and protection; restructuring the agricultural sector.

At the meeting, the Prime Minister called on domestic and foreign organizations and individuals to pay attention and support Dien Bien both materially and spiritually to overcome the difficult period and soon stabilize their lives.

Right at the working session, corporations, organizations and enterprises in the working group donated and supported Dien Bien with 18 billion VND to overcome natural disasters.

In recent days, floods and landslides in the North Central and Northern mountainous provinces have killed and left many people missing, houses, schools and maple blossoms were swept away and submerged in mud, affecting local production activities.
