On August 1, Phu Quoc Special Zone People's Committee (An Giang) just organized a direct dialogue with representatives of households affected by the land acquisition notice under the An Thoi Urban Area project (Phase 2).
Mr. Tran Minh Khoa, Chairman of Phu Quoc Special Economic Zone People's Committee, directly listened and answered a series of problems related to resettlement policies, co-ownership land and infrastructure of old resettlement areas.
At the dialogue, before people's concerns about inadequacies in resettlement areas implemented many years ago such as Hon Thom or Suoi Lon, representatives of Phu Quoc Special Zone People's Committee affirmed that the government has been and is proactively removing them.
Providing information on the above issue, the Chairman of Phu Quoc Special Economic Zone People's Committee said that Hon Thom and An Thoi resettlement areas have been unfinished for many years because the old investor has not completed the infrastructure. Currently, the locality is urgently handling to issue Land Use Right Certificates in August 2026 to people. For Suoi Lon resettlement area, the government is gradually removing legal obstacles before investing in infrastructure completion.
Regarding the resettlement land fund for households in An Thoi, the Chairman of Phu Quoc People's Committee affirmed that it is completely guaranteed to have enough resettlement land fund for all eligible cases. The locality has planned and prepared land funds including: An Thoi resettlement area with about 1,200 plots, currently a handover of several hundred plots to people; Ho Suoi Lon resettlement area with about 700 plots; Nga ba Bai Vong resettlement area with about 2,700 plots with extremely convenient traffic locations.
One of the issues that people are particularly concerned about is the case of co-ownership land, common land use right certificates and building houses on agricultural land that have not been separated. Regarding this issue, representatives of the government shared the view that they always want to consider and ensure resettlement rights for people. However, because there is currently no high consensus between the local viewpoint and the departments, Phu Quoc People's Committee will soon have an inter-sectoral meeting to agree on a handling plan.
Especially for specific projects such as APEC, the locality has requested a separate mechanism from the Government to support resettlement for households building houses on agricultural land that have not been separated. For cases outside the APEC project, the province will continue to propose to protect the legitimate rights of the people.
The Chairman of Phu Quoc Special Economic Zone People's Committee also affirmed that he will record all opinions and aspirations, review each specific dossier to ensure that land acquisition, compensation and resettlement arrangement are transparent, lawful and harmonize the interests of the people.
