92,364 people must re-perform the authorization procedure to receive pensions
At the meeting, representatives of leaders of departments and branches focused on discussing the results of the socio-economic development plan for the first 6 months of the year, and key tasks for the last 6 months of 2026. At the same time, members of the City People's Committee also proposed solutions for the city to achieve the double-digit growth target in 2026.
Reporting at the conference, Director of the City Public Administrative Service Center Phan Van Phuc said that recently, information reflecting the receipt of authorization dossiers of elderly people and social insurance beneficiaries has appeared in some mass media.
According to Mr. Phan Van Phuc, based on the provisions of the Law on Social Insurance, the entire power of attorney to receive pensions and social insurance allowances issued previously expires from June 30, 2026.
In Hanoi, there are 92,364 people who must re-perform authorization procedures. This is a very large number, mainly elderly people, people with weak health, and people facing difficulties in traveling.
Early recognizing this difficulty, the Center proactively advised the City People's Committee to issue a plan, coordinate with the Social Insurance agency and the People's Committees of communes and wards to organize the receipt of dossiers and serve people right at home.
Mr. Phan Van Phuc emphasized that the current law does not stipulate the resolution of administrative procedures at home for this case.
However, the on-site service deployment is implemented according to the direction of the City People's Committee to improve the quality of service for people and businesses.
To date, out of a total of 92,364 cases requiring re-procedures, about 78,000 cases have been resolved, of which nearly 10,000 cases are directly served at home by the center.
Exchanging at the conference, Vice Chairman of the City People's Committee Vu Thu Ha analyzed that the power of attorney expires from June 30, 2026, which means that those who are receiving pensions in place of parents and relatives will have to redo procedures in accordance with legal regulations.
With a number of up to more than 92,000 people, the city needs to have appropriate implementation plans, both ensuring compliance with regulations and meeting the actual needs of people, especially the elderly.
The Vice Chairman of the City People's Committee also said that the City Party Committee leaders have requested to develop a detailed plan to definitively resolve this content throughout the city, ensuring that it is both in accordance with legal regulations and serves the people best, without allowing grievances to arise during the implementation process.
At the same time, assigning the Public Administration Service Center to preside over and coordinate with Social Insurance and related units to urgently complete the plan, report to the People's Committee for consideration and direction of unified implementation throughout the area.

Taking people's satisfaction as a measure to assess the level of task completion
Speaking at the meeting, Chairman of the City People's Committee Vu Dai Thang requested departments, branches, and localities to focus on improving the operational efficiency of the two-level local government model, ensuring that all reforms in the organizational structure must be aimed at serving people and businesses better.
According to the Chairman of the City People's Committee, the overarching requirement is that all administrative procedures must be resolved faster and more conveniently for people and businesses; strive to reduce 50% of the time to carry out administrative procedures, and at the same time reduce 50% of compliance costs according to the spirit of the Central Government's direction.
For the Public Administration Service Center and public administrative service points at the grassroots level, the Chairman of the City People's Committee requested to continue to improve the spirit of responsibility, taking the level of satisfaction of people and businesses as an important criterion to evaluate the quality of officials and civil servants.
According to the Chairman of the City People's Committee, in the time before completing the transfer of all tasks to the commune and ward levels, the Public Administration Service Center must still be directly responsible for the service quality at transaction points. Therefore, special attention should be paid to the service attitude, communication skills and sense of responsibility of the team of officials directly contacting people.
The Chairman of the City People's Committee also requested communes and wards, although officials at public administrative service points are not locally staffed, to still coordinate in supervising, reminding and evaluating the process of task implementation.
For the people, this is a unified system. People do not distinguish between officials belonging to the Public Administrative Service Center or belonging to communes and wards. Therefore, all officials directly working with the people must correctly implement their working style and service spirit, taking the satisfaction of the people and businesses as a measure to assess the level of task completion" - Chairman of the City People's Committee emphasized.
In addition, the Chairman of the City People's Committee requested to continue to tighten discipline and administrative order; each official and civil servant must fully realize their responsibilities, especially the heads of agencies and units must directly direct, inspect and be responsible for the results of task implementation of the team of officials under their management.
