Hanoi City People's Committee has just sent a report to Hanoi City People's Council on the low-emission zone project in Ring Road 1.
According to the project content, phase 1 from July 1, 2026 - December 31, 2026 will be piloted in Hoan Kiem ward.
In the Report on the Low Emission Zone Project in Ring Road 1 of the Department of Agriculture and Environment, it is clearly stated the content related to the establishment of traffic monitoring infrastructure in low emission zones.
The establishment of a synchronous technical infrastructure system plays a fundamental role in ensuring the ability to identify, monitor and control road vehicles entering and leaving low-emission zones, effectively serving the implementation of regulations on emission standards, fees and charges, as well as detecting and handling violations.
The focus of this system is to build a modern traffic monitoring infrastructure, in which automatic license plate recognition (ANPR) technology is identified as the core component. This is a technology that has been widely applied in many countries in deploying low-emission zones, allowing monitoring, classification and comparison of vehicle information in real time with high accuracy.
Accordingly, the ANPR camera system will be synchronously installed at all entry and exit points of the low-emission zone, ensuring control of vehicles circulating in the area.
Vehicle identification data is connected and integrated with relevant databases, including the databases of the City Police, Department of Construction and Department of Agriculture and Environment, thereby forming a centralized, unified and interconnected management system.
On that basis, vehicle information will be automatically compared with specialized databases such as vehicle registration databases, emission level databases, databases of vehicles licensed to circulate in low emission zones (including vehicles of inland residents, vehicles using clean energy, vehicles exempted), as well as population databases. The monitoring system allows automatic and timely identification and handling of violations.
For cases where vehicles do not meet emission standards or are not allowed to circulate in low emission zones, the support system automatically records complete violation information, including vehicle images, license plates, time and location.
This data is transferred to competent authorities for processing according to regulations, and at the same time sends notifications to vehicle owners through digital connection platforms such as VNeTraffic, VNeID, contributing to improving transparency and implementation efficiency.
Regarding implementation organization, the City Police is assigned to preside over and coordinate with the Department of Construction and People's Committees of relevant wards to deploy a monitoring infrastructure system, and at the same time build and complete operating, maintenance, data sharing and violation handling procedures. The implementation will be carried out according to a cautious roadmap, first piloting in the core area of Hoan Kiem district, then evaluating, completing and gradually expanding to the entire Ring Road 1 area.
Automatic license plate recognition systems will be prioritized for installation at gateways in low-emission areas, ensuring continuous and comprehensive control right from the pilot phase. Overall, the construction and operation of a monitoring technical infrastructure system is a prerequisite to ensure the feasibility and effectiveness of low-emission areas, while creating a foundation for applying technology in urban traffic management in a modern, transparent and sustainable direction.
