The 16th National Assembly has just passed the revised Capital Law with more than 190 powers assigned to the Hanoi city government. These are breakthrough points for the Capital to develop in the coming time.
Handling institutional "bottlenecks
According to Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang, in the revised Capital Law, the promulgation of the Capital Law is a great political determination of the Central Government, the city and the whole society, with the desire for Hanoi to have a superior institution to contribute to realizing the goal of building Hanoi as a city of "Culture - Civilization - Modernity - Happiness" reaching regional and world levels set out in Resolution 02-NQ/TW dated March 17, 2026 of the Politburo on building and developing Hanoi Capital in the new era and the 100-year vision of the Capital.
This revised Capital Law is promulgated with a new mindset when implementing the policy of thorough and comprehensive decentralization and delegation of power associated with control mechanisms and accountability, ensuring that the Capital has enough authority, tools and resources to proactively decide, organize implementation and be fully responsible for the development issues of the Capital. This is a very major breakthrough in this revised Capital Law.
Along with delegating power in policy piloting, the revised Capital Law also delegates power to the city to proactively build pilot and experimental mechanisms for new policies or policies other than current legal regulations to handle institutional "bottlenecks".
These are mechanisms that help the city to innovate the management method of the Capital, build space and maximize and unlock social resources to develop the Capital, thereby improving the quality of life for people in the city, promoting the development of the Capital in all fields. At the same time, promoting the development of localities in the Capital Region, the Red River Delta region, the Northern Midlands and Mountains region and the whole country" - Chairman of Hanoi People's Committee Vu Dai Thang said.
Soon bring the revised Capital Law into life
To ensure the correct, effective and transparent implementation of the revised Capital Law, Chairman of Hanoi People's Committee Vu Dai Thang said that the city will implement synchronously the following solutions: Clearly identify people, clear tasks, clear time, clear responsibilities, clear products, clear authority of agencies and units under the city in organizing the implementation of the Law; regularly inspect, urge, guide, promptly remove and resolve obstacles and difficulties arising in the process of organization and implementation.
Along with that, strengthening the inspection, examination, and supervision of the implementation of the provisions of the revised Capital Law under the management scope, handling responsibilities for violations and weaknesses occurring in the construction, development and protection of the Capital; strictly implementing regulations on publicity and transparency, strengthening accountability for land fund use, investment project implementation, administrative procedures and other contents according to the provisions of law so that people are aware, participate in giving opinions, and supervise the implementation of the provisions of this Law; seriously complying with the provisions of the revised Capital Law, supervising, reporting, inspecting, and examining by central agencies in the process of implementing the revised Capital Law and the accountability of the city government.
Chairman of Hanoi People's Committee Vu Dai Thang affirmed that, in preparation for the implementation of the revised Capital Law, Hanoi will proactively and synchronously implement many solutions to soon bring the Law into life.
First, the city will immediately issue plans to organize the implementation of the Law such as: Propaganda and dissemination, training on the Capital Law, in which special attention is paid to the issuance of legal documents to implement the Law to ensure progress and quality in accordance with the spirit of the Capital Law (amended). The City People's Council builds and organizes thematic and periodic meetings to consider and approve documents to implement the Capital Law (amended), plans to issue documents for documents under the authority of the City People's Committee, the Chairman of the City People's Committee on the principle of implementation, identifying contents that are clear and can be implemented immediately; contents that need in-depth research will be implemented according to an appropriate roadmap.
Second, the city has reviewed and identified the contents that need to be promulgated for detailed regulations, including policies that will continue to be implemented on the basis of the revised Capital Law, which has inherited the provisions of Capital Law No. 39/2024/QH15 to be promulgated immediately to ensure continuous policy implementation, and new policies stipulated in the revised Capital Law.
At the same time, assigning departments, branches, and units of the city to advise on drafting parallel legal documents when drafting the Capital Law (amended), by the time the Capital Law (amended) is passed by the National Assembly, more than 110 contents out of more than 150 contents assigning authority regulations to the city have been prepared, and the remaining contents assigning general and long-term authority will be studied and completed by the city in the near future, in accordance with the actual development conditions of the Capital.
Third, the city has also prepared financial and human resources to ensure the effective implementation of policies granted by the Central Government to the city as stipulated in the revised Capital Law. In addition, the city focuses on improving the capacity of cadres, civil servants, and public employees, inviting experts and scientists in the process of drafting documents as well as implementation, strengthening publicity, transparency and supervision throughout the implementation process.
Especially strengthening the coordination of the City's agencies, the City Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of the city to ensure uniformity in the development, promulgation and implementation of the revised Capital Law and guiding documents for implementation.
