Creating a sufficiently strong, flexible and breakthrough legal corridor
Vice Chairman of Hanoi People's Committee Nguyen Xuan Luu said that the revised Capital Law designs a thorough and comprehensive decentralization mechanism and clearly defines the authority of the city government with more than 190 powers assigned to the city; at the same time, it is associated with higher requirements for accountability and power control.
The revised Capital Law is expected to create a sufficiently strong, flexible and breakthrough legal corridor, helping Hanoi better promote its leading role, a major center of politics, economy, culture, science, technology, innovation, digital transformation, education and training, health and international integration of the whole country in the new development stage.
Vice Chairman of Hanoi People's Committee emphasized that the Capital Law is of particular importance, not only to Hanoi but also to the whole country, contributing to helping the Capital develop rapidly, sustainably and be worthy of its role as the national political and administrative brain center.
The law creates conditions for Hanoi to proactively mobilize, allocate and effectively use resources such as finance, land, public assets, attract high-quality human resources, promote economic, cultural, health, education and training, science and technology development, and ensure synchronous capital planning. At the same time, improve the effectiveness and efficiency of state management, and improve the quality of service to people and businesses.
On a broader scale, the Capital Law also has meaning in innovating the thinking of building the Law in the direction that the Capital must not only "implement policies" but also be assigned the role of "policy design" at a higher level to meet the goals, requirements, and expectations for the development of the Capital in the new era.
The Law has allowed the city government to pilot new mechanisms and policies, thereby summarizing and replicating them to other localities. However, the Law strictly stipulates the scope, order, procedures as well as the mechanism for organizing the implementation, inspection, and supervision of the promulgation of pilot mechanisms and policies and accountability in the implementation process. This contributes to perfecting the national legal system, promoting innovation in the growth model but also demonstrates safety and caution when implementing policies to ensure sustainable development.
It can be said that the development of Hanoi not only has the specific meaning of a city, but is also a driving force to spread, directly contributing to economic growth, political and social stability and enhancing the national position" - Mr. Nguyen Xuan Luu said.
Proactively and synchronously implement many solutions
According to the Vice Chairman of Hanoi People's Committee, right in the process of drafting the Capital Law, Hanoi has proactively and synchronously implemented many solutions to soon bring the Law into life immediately after it is passed.
The city has been and is reviewing and identifying policies that will continue to be implemented based on the revised Capital Law that inherits the provisions of the Capital Law in 2024 and new policies stipulated in the revised Capital Law, and the city will issue a plan to organize the implementation of the Capital Law, a peak plan to disseminate, propagate and train on the Capital Law immediately after the Law is passed, ensuring clear identification of people, tasks, time, responsibilities, products, and responsibilities of agencies, units, and localities in organizing the implementation of the Law.
The city government to the grassroots level has started to build documents to implement the revised Capital Law and proactively prepare financial and human resources to ensure the effective implementation of policies assigned by the Central Government to the city as stipulated in the Capital Law.
Regarding the principles of implementation, the city clearly defines: Any content that is clear and can be done immediately will be implemented immediately; content that needs in-depth research will be implemented according to an appropriate roadmap.
In addition, the city pays special attention to improving the capacity of cadres, civil servants, and public employees in drafting documents as well as implementing them, strengthening publicity, transparency and supervision throughout the implementation process. Communication and propaganda work is also promoted to help people and businesses understand and accompany the government.
With proactive and methodical preparation, the Vice Chairman of Hanoi People's Committee believes that the revised Capital Law when promulgated will become an important driving force, creating a breakthrough for Hanoi to develop quickly, strongly and sustainably.
Hanoi also aims to become a major economic and financial center; a leading center for culture, education and training, health, science, technology and innovation; ensuring socio-political stability, building a peaceful city, happy people and deep integration with the world. These foundations will create clear and substantial changes, bringing the Capital to a new height in the coming time.
