On September 17, speaking at the National Conference on promoting public investment in 2025, Chairman of the Hanoi People's Committee Tran Sy Thanh said that in 2025, with the total capital plan assigned by the Prime Minister of more than 87 trillion VND, an increase of 1.13 times compared to 2024, it is a big challenge.
Right from the beginning of the year, the city has taken action with the highest determination, issued Plans and Directives, clearly defining the roadmap and responsibilities for each investor and project owner to speed up disbursement.
By August 31, Hanoi City had disbursed VND36 trillion, reaching over 41% of the plan assigned by the Prime Minister. It is estimated that by September 30, 2025, the city will disburse approximately VND39.3 trillion, equivalent to 45.1% of the plan.
Although still lower than the national average, in absolute value, Hanoi is one of the two leading localities in the country, 1.3 times higher than the same period.
According to Mr. Thanh, on the occasion of the 80th Anniversary of the success of the August Revolution and National Day on September 2, a series of key projects were started and inaugurated, creating new momentum and appearance for the Capital.
Such as the inauguration of Yen Xa Wastewater Treatment Plant; starting construction of key bridges such as Van Phuc Bridge and Ngoc Hoi Bridge; implementing site clearance for national projects such as the North-South high-speed railway, Lao Cai - Hanoi - Hai Phong railway; starting construction of new dynamic projects such as Hanoi Biotech Park and Smart City.
From now until the end of the year, Mr. Tran Sy Thanh said that the city will continue to start construction and inaugurate other important projects such as: Thuong Cat bridge; urban railway line No. 2 (Nam Thang Long - Tran Hung Dao); Line No. 5 (Van Cao - Hoa Lac section); Le Hong Phong Officer Training School; Hanoi Nephrology Hospital facility 2; underpass at Co Linh intersection and especially the iconic project - Tran Hung Dao bridge - expected to start construction on October 10, 2025.
With the determination of the entire political system, from now until the end of the year, the city will complete 100% of the public investment disbursement plan assigned by the Prime Minister.
"In recent times, Hanoi City has been very proactive in implementing the 2-level local government model. Specifically, 126 communes and wards of Hanoi have proactively opened their budgets, there is no situation of not being able to open accounts, no budget estimates or no chief accountants.
At the same time, the city has advanced to pay for social security, so it does not affect people's lives after implementing the 2-level local government model" - Chairman of Hanoi People's Committee Tran Sy Thanh emphasized.
Regarding public investment projects, Chairman of the Hanoi People's Committee Tran Sy Thanh said that the city has proactively settled the budget expenditure of the entire city until June 30 before implementing the two-level local government.
At the same time, statistics on the city's public investment projects are being compiled to decentralize and authorize 126 communes and wards after the arrangement of administrative units.
Of which, the city will retain about 10% of public investment projects, and 90% of district-level projects will previously be assigned to the commune level after July 1, 2025. Therefore, the public investment capital disbursement rate from July 1 to now has maintained its pace, proving that the local government system at the commune level operates effectively, thereby contributing to ensuring the progress of public investment capital disbursement in the city this year.
