As the 2025 Mid-Autumn Festival approaches, functional forces in Hanoi are stepping up inspection and control of food business activities to prevent the risk of counterfeit, smuggled, and poor quality goods mixing into the market.
Recently, on September 17, Market Management Team No. 24 - Hanoi Market Management Department (Standing Agency of the City Steering Committee 389) coordinated with Team 7, Economic Police Department - Hanoi City Police to inspect a trading facility at house number 19, lane 101, Pagoda, An Khanh commune, Hanoi, under Bao Chau General Service and Trading Joint Stock Company owned by Mr. Nguyen Cong Chung.
At the time of inspection, Mr. Chung could not present the certificate of registration of the company's business location at the above address.
Notably, the inspection team also discovered a large quantity of food produced abroad but without invoices or documents proving legal origin. The evidence of the violation included 600 500 grams of moon cakes/cake, with foreign labels, but without invoices or documents. According to current regulations, this is a smuggled goods.

Through inspection, the listed price at the facility was 40,000 VND/piece, the total value of the violating shipment was 24 million VND. The inspection team made a record and proposed that the leaders of Market Management Team No. 24 issue a decision to temporarily detain all goods for further handling in accordance with the provisions of law.
As planned, the administrative fine for Mr. Nguyen Cong Chung is 57 million VND for two acts: (1) Trading in smuggled goods as food, worth 24 million VND; (2) Trading at the location without notifying the business registration agency.
In the coming time, the Hanoi Market Management Department will continue to closely coordinate with functional units, strengthen inspections of food production and trading establishments, especially those that are strongly consumed during the Mid-Autumn Festival.
At the same time, people are also advised to choose moon cake products at reputable establishments with clear labels, full invoices and documents, to ensure the rights and safety of themselves and their families.
