Mr. Nguyen Khac Toan - Chairman of the Provincial People's Committee is the Head of the Committee; Mr. Trinh Minh Hoang - Vice Chairman of the Provincial People's Committee is the Standing Deputy Head of the Committee.

The Deputy Heads of the Committee include: Mr. Nguyen Tuy - Commander of the Provincial Military Command; Mr. Nguyen Huu Phuoc - Director of the Provincial Police; Mr. Nguyen Duy Quang - Director of the Department of Agriculture and Environment; Mr. Le Van Khoa - Director of the Department of Health. The remaining 13 members are leaders of relevant departments, branches and sectors.
The Provincial Military Command is assigned to be the standing agency of the Command Committee, responsible for advising and assisting the Command Committee in directing and organizing the implementation of civil defense tasks in the province.
Coordinate with agencies, units and localities to develop Regulations on activities and Civil Defense Plans at the provincial level; guide the development of civil defense plans and disaster response plans for sectors and localities according to regulations.
The standing agency also advises the Command Committee to mobilize forces, vehicles, and materials for civil defense work; implement the on-duty, information, and periodic reporting regime; at the same time, ensure operating conditions and promptly propose the deployment of tasks when situations arise.
According to the decision, the Provincial Civil Defense Command is an inter-sectoral coordination organization, with the function of advising the Provincial People's Committee to organize, direct and operate civil defense activities in the area.
The Command Committee has its own seal, is funded for operations and opens an account at the State Treasury.
The key task of the Committee is to develop and implement civil defense plans and strategies; direct the work of preventing, responding to, and overcoming the consequences of incidents, disasters, and natural disasters.
At the same time, it guides, inspects, trains and promotes to raise public awareness of civil defense work.
