On the afternoon of October 22, at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh - Head of the Steering Committee for the Construction of the Nuclear Power Plant, chaired the 3rd meeting of the Steering Committee.
In his opening speech, the Prime Minister stated that ensuring national energy security and stable electricity supply is an urgent requirement for development.
In practice, GDP growth is 1 percentage point, while electricity consumption growth is 1.5-2 times. Currently, the average electricity consumption capacity of the whole country is 54,500 MW, with an annual growth rate of about 6,500 to 8,200 MW.
With the policy of attracting investment, developing high-tech industries, chip manufacturing, digital transformation, building and developing data centers, green transformation, increasing the use of electric vehicles and building a high-speed railway system, inner-city railways, the demand for electricity will increase sharply.
Nuclear power is considered a stable power source, playing an important role in ensuring energy security and meeting the requirements of energy transition towards clean, environmentally friendly, and low emissions.
The Central Executive Committee has issued a Resolution agreeing on the policy of restarting the Ninh Thuan nuclear power project and continuing to study the nuclear power program in Vietnam.
The Politburo issued Resolution No. 70 dated August 20, 2025 on ensuring national energy security until 2030, with a vision to 2045, continuing to urgently implement nuclear power projects with appropriate partners, ensuring the highest benefits of Vietnam, taking into account the previous agreement, and putting them into operation in the period of 2035-2045.

The Prime Minister has issued decisions to establish a Steering Committee for the construction of the nuclear power plant, directing the resolution of important inter-sectoral issues in the process of implementing the Resolution of the National Assembly on continuing to implement the investment policy for the Ninh Thuan nuclear power project.
The Prime Minister requested the Ministry of Industry and Trade and agencies to report on the development situation, submit to promulgate mechanisms and policies to institutionalize the Party's policies, perfect the legal basis, and remove difficulties and obstacles in the laws.
Report the implementation of assigned tasks after the previous meeting, the results achieved, what has not been done, clearly identify which agency is facing difficulties, causes, and responsibilities and propose further tasks and solutions.
The Prime Minister emphasized the spirit of "only discussing work, not retreating", high determination, great efforts, drastic actions, each task must be completed, each task must be assigned to "6 clearly": Clear people, clear work, clear responsibility, clear time, clear results, clear authority; promote the sense of responsibility of the members of the Steering Committee and strengthen inspection, urging, and supervision.
The Prime Minister also noted that agencies urgently deploy assigned tasks to implement the direction of General Secretary To Lam during the working session at the Vietnam Nuclear Energy Institute last September.
