In June 2025, the People's Committee of Khanh Hoa province announced the conclusion of a meeting related to difficulties in site clearance for Doc Da Trang Industrial Park (IP).
This is the latest information after Lao Dong published an article reflecting "Cassia clearing the site of Doc Da Trang Industrial Park".
Doc Da Trang Industrial Park belongs to Van Phong Economic Zone, invested by Viglacera Yen My Joint Stock Company, with a total capital of more than VND 1,807 billion, on a scale of 288 hectares in Van Hung commune (Van Ninh district) and Ninh Tho commune (Ninh Hoa town).
To date, the project has only been handed over 17.52 hectares of land, mainly due to problems in site clearance.
According to the Van Phong Economic Zone Management Board, this agency has issued decisions to reclaim land for 18 cases.
Of which, there are 9 households that have not yet handed over the land due to complaints related to land prices and assets on the land.
The main difficulties arise from people creating assets for themselves that are not in accordance with land use purposes such as building on production forest land or making salt on aquaculture land.
Meanwhile, people think that their land use is appropriate and require 100% compensation.
Pursuant to Articles 5 and 121 of the 2024 Land Law, land use must be for the right purpose and can only be converted with the approval of the competent authority.
Therefore, people's arbitrary conversion of land use purposes has caused difficulties in determining the compensation level.
Based on the proposal of the People's Committee of Ninh Hoa town, the Department of Agriculture and Environment has proposed a plan to support 70% of the value of assets such as ponds and salt fields that were not created for the right purpose but formed before the date of the notice of land reclamation.
The Provincial People's Committee has agreed with this policy to harmonize the interests of the State and the people, avoiding prolonged complaints. However, some households have not yet agreed and continue to request full compensation.
To remove obstacles, Vice Chairman of Khanh Hoa Provincial People's Committee Tran Hoa Nam requested localities to review current legal regulations to clearly determine whether there are regulations requiring people to ask for permission before creating assets on land or not; whether there are specific sanctions for violations or not. In case the law does not have specific regulations at the time of creating the property, the locality will consider a compensation plan suitable for reality.
In cases where compensation is not eligible according to regulations but support is needed, localities need to clearly determine the specific level of support and send a report to the Provincial People's Committee through the Department of Agriculture and Environment for consideration and decision according to their authority.
Khanh Hoa Provincial People's Committee also requested local authorities to review and re-evaluate the policy of converting crop and livestock structure on agricultural land to improve land use efficiency and increase income for people.
For example, shifting from production forests to growing perennial crops, annual crops; or from ineffective aquaculture to salt production.
On that basis, the province will consider and determine a suitable compensation plan for crops, assets, architectural objects, etc. of the people, ensuring legitimate rights and minimizing the emergence of complaints.
