Proposing 2 options for arranging the construction of new resettlement areas
On the morning of October 23, at the headquarters of the People's Committee of Vinh Hai commune, the People's Committee of Khanh Hoa province organized a survey to collect public opinions on the location for the construction of a resettlement area to serve the evacuation of the No. 2 Nuclear Power Plant.
Vice Chairman of Khanh Hoa Provincial People's Committee, Mr. Trinh Minh Hoang chaired the conference.
Previously, the resettlement area of the Ninh Thuan 2 Nuclear Power Plant Project was identified in Thai An village (Vinh Hai commune) with an area of 54.4 hectares.
However, part of this area is in an emergency protection zone and is no longer suitable for implementation.
To ensure the principle of building nuclear power plants according to the regulations of the International Atomic Energy Agency, in September 2025, the Provincial Construction Investment Project Management Board in coordination with the People's Committee of Vinh Hai commune surveyed the new location.
There are 2 locations that meet the requirements for area and number of resettlement plots, arranging commercial - service areas to serve job conversion for people and in accordance with the recommendations of the Ministry of Science and Technology.
Accordingly, location 1 in My Phong village, Vinh Hai commune, in sub-area No. V, is planned to build Ninh Chu National Tourist Area until 2045.
This area has an estimated area of about 69.24 hectares, about 6.8 km from the nearest reactor center to the resettlement area construction site.
Total expected lots of 1,095 residential land lots/24.13ha. The expected area to be arranged as a commercial service area to serve job conversion is 14.68ha.
At the second proposed location in Khanh Nhon 1 village, Vinh Hai commune, in area No. V of the Ninh Chu National Tourist Area construction planning, the expected area is about 76.63 hectares.
The distance from the nearest reactor center to the resettlement area construction site is about 8.0 km. The total expected number of lots is 1,415 residential land lots/21.09ha. The expected area for arranging a commercial service area to serve job conversion is 8.06ha.
Research on construction locations to ensure harmony
The survey included 50 households, representatives of cadres, party members, retirees... in the area. People affirmed their agreement with the implementation of the nuclear power project for national benefits.
However, with the new resettlement project, representatives of some households have suggested that the authorities study the relocation of people within the locality.
Propose that the province consider adding the location of Hon Mot area, Vinh Hai commune to make it more convenient for people's lives and production when resettling.
According to Mr. Le Van Tiet (residing in Thai An village), he is very in agreement to give up land for the project, but the resettlement location needs to be more convenient for transportation and have production conditions for the people.
Accepting the opinions and recommendations of the people at the survey, Mr. Trinh Minh Hoang suggested that relevant agencies survey and provide additional advice so that the Provincial People's Committee can propose and choose the optimal solution.
Mr. Trinh Minh Hoang added that at the meeting on the afternoon of October 22, the Prime Minister especially emphasized the need to do a good job of resettlement for people in the project area.
The location of the new resettlement area is guaranteed to be outside a radius of 3-5km (urgent protection zone - PAZ).
