On the morning of November 8, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi requested departments, branches and localities to mobilize maximum forces and deploy emergency technical measures to protect the safety of Cay An irrigation lake (Tra Nang commune).
Cay An reservoir was built 20 years ago, the dam structure is filled with soil, with a designed capacity of about 1.7 million m3.

On November 7, the authorities of Ta Nang commune recorded that the dam body had many deep cracks stretching for tens of meters, with a high risk of dam failure.
On the night of November 7, Mr. Ho Van Muoi - Chairman of Lam Dong Provincial People's Committee - signed a decision to issue an emergency construction order for the project to overcome the leakage and landslides of Cay An irrigation lake.
The project will be implemented within 90 days from the date of issuance of the decision, with a total cost of 2.9 billion VND. The project is invested by the Duc Trong Construction Investment Project Management Board.

Regarding the work of urgently reinforcing and repairing the body of Cay An irrigation dam, the Chairman of Lam Dong Provincial People's Committee directed and assigned the Department of Agriculture and Environment to preside over and coordinate with relevant units to drain water, lower the water level of the lake, close the canopy, and temporarily reinforce with sandbags and stone cages.
The Department of Construction and the Duc Trong Project Management Board assessed the level of danger and selected an experienced construction unit to handle it continuously and overnight.
The People's Committee of Ta Nang commune is required to complete the relocation of all people in the downstream area out of the danger zone, resolutely enforcing if people do not comply.
Military forces, police, and militia are deployed on duty 24/7, ready for rescue, ensuring security and order.

Chairman Ho Van Muoi emphasized: Cay An Irrigation Reservoir is an important irrigation project, directly related to the safety of more than 400 households.
Mr. Muoi requested that agencies and units absolutely do not be subjective, considering this a provincial-level emergency to focus on responding and thoroughly handling the risk of dam failure.
