Previously, on the afternoon of November 7, the authorities of Ta Nang commune discovered that the body of the Cay An irrigation lake had many cracks and leaks, causing a high risk of dam failure.
On the night of November 7, Mr. Ho Van Muoi - Chairman of Lam Dong Provincial People's Committee - inspected the incident at Cay An Lake dam.

Mr. Muoi directed forces to urgently evacuate people and property to safe places; at the same time, prepare human resources, material resources, equipment and necessities according to the "4 on-site" motto to rescue people in case of emergency.
At 11pm on November 7, the Lam Dong Provincial Civil Defense Command said that the forces had basically evacuated 70 households in the dangerous area in Ta Nang commune to safety to prevent the break of the irrigation dam.

At the scene, hundreds of people from the military forces, police of Lam Dong and Ta Nang communes, along with vehicles and machinery, spent the night trying to reinforce the dam body.
The forces did not mind the difficulties and dangers of continuously transporting thousands of sacks of soil to patch the cracks and leaks on the Cay An irrigation lake dam.

As reported by Lao Dong Newspaper: Cay An Lake was built and put into use in 2007, with a capacity of about 1.7 million m3 of water.
After storm No. 11 (early October 2025), the left shoulder of the main dam of this lake has local slides with an area of 60 m2; forming a crack 8 m long, more than 1 m deep, more than 20 cm wide, with underground water seeping through the foot of the dam.
In addition, two other locations of the main dam also experienced water seepage and water leakage into the stream.

This situation became worse when affected by storm No. 13, Lam Dong province experienced prolonged heavy rain, with rainwater flowing down the cracks. The strong increase in the amount of water flowing into the lake has further increased the pressure on the area where the incident occurred, causing a high risk of dam failure.
