On November 8, the People's Committee of Quang Tri province announced that it had just issued Conclusion No. on the content of the denunciation against Mr. Le Thanh Tuan - Deputy Director of the Department of Health. Accordingly, the Provincial People's Committee assigned the Department of Home Affairs to advise the Chairman of the Provincial People's Committee to organize a review of Mr. Tuan and related groups and individuals.
Previously, the Provincial People's Committee established an interdisciplinary team to verify 2 complaints against Mr. Le Thanh Tuan, including: the appraisal of the operating license file for An Duc Out-of-Hospital Emergency Center (under An Duc 115 Emergency Joint Stock Company) and the presence of relatives who are major shareholders in another company, operating in the field of emergency care, violating the provisions of the Law on Anti-Corruption.
The verification results showed that the content of the first complaint was somewhat correct. Mr. Le Thanh Tuan, as Head of the appraisal team, signed a document with errors in the drafting process and lack of inspection and review, leading to confirmation of incomplete information, affecting the application for an operating license of the An Duc Out-of-Hospital Emergency facility.
The process of appraising the records of the old Quang Binh Department of Health also caused some errors in the profession, such as not marking the "Unsatisfied" section in the appraisal record, causing the records to be processed for a long time.
The Provincial People's Committee requested the Department of Health to organize a collective experience review for the Department of Medical Affairs and related individuals.
Regarding the secondment, the conclusion determined that Mr. Tuan's father-in-law contributed capital to another company, in the field of emergency care, a business operating in the health sector - under the state management of the Department of Health.
This violates Clause 4, Article 20 of the 2018 Law on Anti-Corruption, stipulating that heads and deputy heads of state agencies are not allowed to let relatives do business within the scope of the profession under their direct management.
From the above conclusion, the People's Committee of Quang Tri province assigned the Director of the Department of Home Affairs to coordinate with the Department of Health to advise on organizing a serious review of Mr. Le Thanh Tuan and related groups.
