Tonight (February 11), a cold air mass from the North is gradually entering our country and moving south.
It is forecasted that in the next 24 - 48 hours, during the night of February 12 and morning of February 13, cold air will affect the weather in districts and cities in Cao Bang province.
Northeast wind can be strong at level 2 - 3. Due to the influence of cold air, from the night of February 12 to February 13, localities in the province will have rain, light rain in some places. The weather is very cold. The lowest temperature in this cold air mass is commonly from 11 - 14 degrees Celsius. The weather is colder in the highlands.
This cold spell is likely to impact the environment, living conditions, infrastructure, and socio-economic activities. Notably, since the beginning of 2025, Cao Bang and other northern mountainous provinces have continuously suffered from extreme weather phenomena due to cold air.
Faced with the above weather conditions, the Chairman of the Cao Bang Provincial People's Committee issued Official Dispatch No. 02/CD-UBND to proactively prevent and combat prolonged cold spells. Due to the cold spells accompanied by rain, the situation is forecast to continue, which may affect the health of humans, livestock, poultry, and crops.
The telegram requested local authorities at all levels to increase propaganda on cold prevention measures, ensuring health for people, especially vulnerable groups.
At the same time, agencies need to take measures to protect crops and livestock, minimizing damage in agricultural production. Departments such as Agriculture, Health, Education and Training, and Natural Resources and Environment need to coordinate in implementing activities to respond to severe cold, while guiding people and organizing inspections and updates on natural disaster situations. Media agencies are also required to increase the dissemination of information on cold prevention and control to people.
Previously, the Department of Agriculture and Rural Development of Cao Bang province also requested the People's Committees of districts and cities to proactively deploy measures to respond to severe cold.
Units need to closely monitor warning bulletins and promptly inform local authorities and people. Strengthen health protection instructions for people and students, avoid using charcoal stoves in closed rooms.
Instruct livestock farmers to clean barns, cover and keep warm, store food and move livestock into pens. Organize disease prevention for livestock and poultry and ensure safety for rice, vegetable and crop production.
Agencies need to organize serious on-duty shifts, update damage situations and promptly report to the Department of Agriculture and Rural Development through the Irrigation Sub-Department.
