On November 27, right after a particularly serious traffic accident that killed 4 people and injured 2 others at Km42+600 National Highway 1 (in Nhan Ly commune), Chairman of Lang Son Provincial People's Committee Nguyen Canh Toan signed an urgent dispatch requesting relevant departments, branches and localities to urgently overcome the consequences, investigate the cause and tighten traffic safety.
Accordingly, the Chairman of the Provincial People's Committee assigned the Provincial Police to preside over and coordinate with the Department of Construction and relevant agencies to urgently advise on organizing a Conference to assess the causes of accidents and comprehensively review shortcomings in traffic organization in the area and on key national highways.
The conference must be held before December 6, with the participation of the National Traffic Safety Committee, the Vietnam Road Administration, and the Traffic Police Department.
Along with that, the Provincial Police are required to direct the Traffic Police force and professional units to investigate the cause of the accident, strictly handle organizations and individuals who violate and report to the Provincial People's Committee as soon as possible.
The Chairman of the Provincial People's Committee also requested the Traffic Police force in the whole province to step up inspection and patrol on national and provincial highways; organize traffic flow and regulate traffic appropriately; strengthen control of violations of encroachment on lanes, reckless overtaking, customer competition, stopping and parking in violation of regulations, and sudden lane changes. Along with that is speeding violations, especially for transport business vehicles, through the journey monitoring system.
The goal is to proactively prevent similar accidents in the coming time.
For the Department of Construction, the Chairman of the Provincial People's Committee directed to urgently review and re-evaluate all traffic organizations in the accident area and on key traffic routes such as National Highway 1, expressways, National Highways 1B, 4A, 4B...
The Department of Construction must promptly propose solutions to reorganize traffic reasonably and safely, while eliminating black spots and potential traffic accidents, and strengthening infrastructure safety items in areas with complex traffic conditions.
Previously, at around 1:00 p.m. on November 26, a serious accident occurred between a tractor-trailer with license plate 98E-000.77, pulling a semi-trailer with license plate 98R-012.92 and a car with license plate 19A-483.13 driven by Lai Quang Nhan (born in 1993, residing in Thuong Tin commune, Hanoi city) in the opposite direction.
As a result, 4 people died on the spot and 2 people were injured.
Immediately afterwards, the Investigation Police Agency of Lang Son Province Police issued a decision to prosecute the case of Violating regulations on road traffic participation and issued an emergency detention order for Lai Quang Nhan driver for violating regulations on road traffic participation.
