On December 22, Chairman of the City People's Committee Vu Dai Thang signed a decision to establish and promulgate the Working Regulations of the Hanoi Smart City Development Coordination Council (Council).
Decision to establish a Council as prescribed in Section 2, Article 42 of Decree No. 269/2025/ND-CP dated October 14, 2025 of the Government on smart urban development (under the Steering Committee on science, technology development, innovation, digital transformation, administrative reform and Project 06).
The Chairman of the Council is Mr. Vu Dai Thang - Chairman of the Hanoi People's Committee. The Vice Chairmen of the Council include Mr. Truong Viet Dung - Vice Chairman of the City People's Committee; Mr. Nguyen Thanh Tung - Director of the City Police and members who are leaders of departments, branches and sectors. Experts participating in advising and supporting the Advisory Council and implementing the tasks are the leaders of the Vietnam Association of Software and IT Services VINASA; Ministry of Construction; Hanoi National University; Ministry of Science and Technology...
The working council is based on compliance with the Constitution, laws, Resolutions of the Party, National Assembly, Government, Government Decree, Decisions and Directives of the Prime Minister, City Party Committee, City People's Committee, stipulated in Decree No. 269/2025/ND-CP of the Government on the development of smart cities and related legal regulations; coordinate implementation and place under the direction of the Steering Committee on the development of science, technology, innovation, digital transformation, administrative reform and Project 06 of Hanoi City.
Activities to coordinate the development of smart cities must be synchronously linked with the content of science, technology, innovation and digital transformation at all levels.
The working council follows the principle of close coordination between departments, branches, and sectors, publicity, transparency, and democratic centralism; collective discussion, Chairman's conclusion and direction of implementation. Enhance the responsibility of the head and promote the collective intelligence of members; ensure the requirement of close and unified coordination in directing, operating and exchanging information on work settlement according to the functions, tasks and powers of member agencies as prescribed by law.
The Council members uphold personal responsibility in the activities of the Council and in performing assigned tasks and powers; not to replace the functions and tasks of agencies, organizations and heads of agencies and organizations in the state administrative system; to handle work in accordance with assigned authority and responsibility; in accordance with the procedures and order prescribed by law and this Decision.
The working council works in the form of holding regular meetings, extraordinary meetings, conferences (in person or online), organizing working groups at departments, branches, agencies, units and giving written opinions.
