The above information is stated in Decision No. 2558/QD-UBND on authorizing the approval of the list of subjects and funding for streamlining staff for non-specialized personnel in villages and residential groups according to Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government.
Accordingly, the Chairman of Phu Tho Provincial People's Committee authorized the Chairmen of People's Committees of communes and wards to approve the list and implementation costs.
The authorization period starts from the date of signing the decision to the end of December 31, 2026.
The commune level has the task of preparing cost estimates and submitting them to the Department of Finance for appraisal and submission to the Provincial People's Committee for allocation from the state budget; directly paying benefits and managing and finalizing expenses.
Periodically on the last working day of each month, the Chairman of the Commune-level People's Committee must report the implementation results to the Chairman of the Provincial People's Committee through the Department of Home Affairs and the Department of Finance.
The Provincial People's Committee assigned the Department of Home Affairs to monitor, guide, inspect the implementation and summarize reports to the Ministry of Home Affairs.
The Department of Finance is responsible for guiding and inspecting the management and use of funds, summarizing reports to the Ministry of Finance and advising on budget allocation for policy payments.
According to Phu Tho Provincial People's Committee, before the merger, the whole province had 5,049 villages, hamlets, and residential groups. Of which, there are 4,444 villages and hamlets belonging to 133 communes and 605 residential groups belonging to 15 wards.
According to the project, Phu Tho province will arrange 3,606 villages and residential groups to establish 1,639 new villages and residential groups. After completing the arrangement, the whole province will reduce 1,967 villages and residential groups; the total number of remaining villages and residential groups is 3,082 (a corresponding decrease of 38.96%).
Regarding the personnel plan after arrangement, Phu Tho province before the merger had 13,492 non-specialized personnel in villages and residential groups and 40,392 people directly participating in activities in villages and residential groups.
The province is implementing a suitable roadmap to stabilize the organizational structure at the grassroots level, while ensuring full benefits for the contingent of officials and employees affected by the arrangement.
