One of the outstanding contents is the standards for Village Heads and Neighborhood Group Leaders operating in Phu Tho.
According to the draft, for Village Heads and Residential Group Leaders, the draft is built on the basis of Decree No. 185/2026/ND-CP dated May 26, 2026 of the Government.
Standards according to Guidance No. 03-HD/BTCTW dated June 20, 2026 of the Central Organization Committee on a number of contents of arranging and establishing Party organizations in villages and residential groups.
Regarding general standards, people holding the title of Village Head, Neighborhood Group Head must be Vietnamese citizens permanently residing in the area, from 21 years of age or older.
Priority is given to people of working age according to regulations and who are healthy enough to perform tasks.
At the same time, the village head must have firm political bravery, moral qualities, good lifestyle, be exemplary in complying with the Party's guidelines, policies and laws of the State, and have prestige in the community.
The draft also requires people holding this title to have leadership capacity, organize the implementation of tasks, and effectively implement tasks assigned by commune-level Party committees and authorities.
Have a sense of responsibility, the ability to unite, gather, and mobilize people; understand the area, have the ability to organize community activities and promptly handle arising problems.
In addition, Village Heads and Neighborhood Group Leaders must have the ability to apply information technology in accordance with work requirements.
People holding this position must have skills in planning, summarizing, statistics, reporting and performing tasks according to regulations.
The person introduced is not in the case of being disciplined, being prosecuted for criminal liability or being serving a judgment or decision of the court.
Regarding specific standards, the draft stipulates that village heads and residential group leaders must be members of the Communist Party of Vietnam.
Having a high school diploma or higher, priority is given to people with professional qualifications suitable to the operating requirements of villages and residential groups.
Notably, the person considered for this title must be no more than 65 years old.
For areas facing difficulties in personnel sources, remote and isolated areas, ethnic minority areas, areas with religious elements or places with unique characteristics that do not fully meet the standards.
