Houses outside the land for road construction are still being reclaimed
In early May, Lao Dong Newspaper's reporter noted that at the Ring Road 2 project, running along Na Hoi - Ta Chai commune of Bac Ha district with an investment capital of 300 billion VND, after many years of construction, this road is still unfinished. The main reason for the road's inability to be completed is due to many problems with site clearance.
Along with that, due to disagreement with the entire land outside the project boundary being reclaimed for subdivision, many households have continued to seek benefits.
As a household subject to land acquisition to serve road construction, Ms. Sung Thi Xuong (Na Hoi commune, Bac Ha district) was upset: "It has been 5 years since our people have had to live in these makeshift tents. People always support the State in building roads to promote local economic development. But the government has taken all the agricultural land not within the road boundary, so we do not agree. According to Ms. Xuong, her family's house is located outside the land for road construction, but it was still reclaimed and then divided into resettlement plots.
According to Ms. Sung Thi Yen, all households affected by the Ring Road 2 project agree with the policy of building a traffic road. The only problem is the issue of reclaiming too much agricultural land on both sides of the road that cannot be solved. Ms. Yen said that because the problem in land recovery has not been resolved, 8 households are continuing to file complaints to higher levels.
A construction unit has withdrawn from the project
According to the investigation, the construction unit of the Ring Road 2 project is a joint venture of Anh Nguyen Company Limited - Vu Thanh Company Limited. The project started in 2019, expected to be completed in 1,000 days.
According to statistics, there are a total of 420 households in the area affected by the project. The area of compensation and site clearance land is 36.9 hectares, of which the area for traffic works is 25.9 hectares, the area for residential areas is 11 hectares.
However, due to the long waiting time for the site, one of the two construction units, Vu Thanh Company Limited, has withdrawn from the project since mid-2024.
Currently, the contractor is constructing branch roads, while the main route running through Na Hoi commune is only being paved with stone. The areas where land was recovered along both sides of the road have been surrounded by corrugated iron.
Chairman of Na Hoi Commune People's Committee Nguyen Ngoc Hai informed: "The Ring Road 2 project through the new commune has been constructed for about 1.2/4.3km, partly due to land clearance problems. Currently, there are about 8 households that are filing a lawsuit with the Central Government for not agreeing with the compensation price".
According to Mr. Dang Cong Hai - Chairman of the People's Committee of Bac Ha district: "All issues are given full conditions by the government, but must be within the legal framework. The high court has ruled that the people have lost the lawsuit, but they continue to go to Hanoi to complain, so it is beyond the district's authority".
Bac Ha District Party Secretary Nguyen Duy Hoa affirmed: "The district has also tried very hard to listen, but after many dialogues, households have made recommendations and the government has not yet reached a common voice on any solution. This is a very difficult story, so the locality will continue to propagate and mobilize people".
Regarding the road construction progress, Mr. Ha Duc Thanh - Director of the Bac Ha District Construction Investment Project Management Board - said that due to land clearance problems, the Ring Road 2 project has been extended and the completion time has been postponed in May 2025.
