On the night of November 25, Typhoon KOTO entered the eastern sea of the central East Sea, becoming the 15th typhoon of 2025. At 1:00 a.m. on November 26, the center of the storm was at about 11.8 degrees north latitude; 119.6 degrees east longitude; the strongest wind near the center of the storm was level 8, gusting to level 10. The storm is moving northwest at a speed of about 20km/h, likely to strengthen and head towards the Central region.
To proactively respond to storms in the context of the Central region continuing to overcome the consequences of historic floods and inundation, causing serious damage in recent times, the National Steering Committee for Civil Defense recommends that People's Committees of provinces, cities and ministries and branches:
The provinces in the South Central region continue to focus on implementing the recovery of consequences, restoring production and business, stabilizing people's lives after the recent historic floods according to Official Dispatch No. 227/CD-TTg dated November 23, 2025 of the Prime Minister; preparing response plans for storm No. 15 and subsequent natural disasters.
Closely monitor the development of the storm; strictly manage vehicles going out to sea; organize counting, notify owners of vehicles, captains of ships and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid, escape or not move into dangerous areas. Dangerous area in the next 24 hours: latitude 10.014.5 degrees north latitude, east of longitude 114.0 degrees east longitude (dangerous area adjusted in forecast bulletins).
Prepare forces and means to deploy rescue work when situations arise.
Ministries and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to respond to storms.
