Resolution No. 03/NQ-HDND of the People's Council of Ca Mau province officially took effect from January 1 agreeing to the policy of converting forest use to other purposes to implement the Project to build a West sea dike from Cai Doi Vam to Nam canal and an embankment to prevent coastal erosion in vulnerable sections from the mouth of the Ong Doc river to the mouth of the Bay Hap river, Ca Mau province with a total area of 21.25 hectares of production forest (double mangrove).
The origin of formation is planted forests over the years, from 2003 to 2020.

It is known that the project to build a western sea dike from Cai Doi Vam to Nam canal and a coastal embankment to prevent and combat landslides in vulnerable sections from the mouth of Ong Doc river to the mouth of Bay Hap was approved by the Prime Minister in Decision No. 1135/QD-TTg dated September 4, 2019 and was adjusted by the People's Council of Ca Mau province in Resolution No. 23/NQ-HDND dated October 10, 2023; Chairman of the People's Committee of Ca Mau province approved the project in Decision No. 443/QD-UBND dated March 12, 2024, with a total investment of more than VND 849 billion, land use area of 144 hectares, implementation location in Phu Tan district and Tran Van Thoi district; the Ministry of Natural Resources and Environment approved the results of the environmental impact assessment report in Decision No. 564/QTN-BB2024.
The project to build a West sea dike from Cai Doi Vam to Kenh Nam and a coastal embankment and prevent landslides in vulnerable sections from the mouth of Ong Doc River to the mouth of Bay Ha to control high tides, prevent coastal erosion to facilitate the restoration of protective forest belt, reduce natural disasters, stabilize livelihoods and livelihoods for the community, contribute to sustainable development of the coastal area of Ca Mau province in the context of climate change based on promoting the combined advantages of the Mekong Delta.
